According to the Times, after submitting comments from the Premier League, FIFA said they will set a 10% cap on all agent commissions starting next season.

Previous draft regulations only planned to impose a cap on commissions paid at the same time as a transfer, not on the fixed fees paid by clubs that buy or sell players. With the intervention of the Premier League, the European Clubs Association (ECA) and the International Players' Union (FIFPRO), the new plan is to impose a 10% cap on all agent fees related to transfer fees and a 3% cap on agent fees related to players' salaries.

If the national football federations want, they can introduce stricter rules and commission caps. FIFA said the broker's "excess and abuse" included an international transfer this year from a French club to a German club in which the broker received a commission equivalent to 112 per cent of the transfer fee.

Football super-agents, including Stellar's Jonathan Barnett, and Rayola, are battling the new rule, but FIFA said they were not worried about legal threats from brokers given the outcome of the initial hearings in the German courts.
