The 7th Legislative Council election will be held on 19 December, marking the first Legislative Council election since the completion of the HKSAR's electoral system. The new election system has created a new face and created a new atmosphere, which is of great significance to implementing the principle of "patriots governing Hong Kong" and promoting the practice of "one country, two systems" to be stable and far-reaching.
In accordance with the "Methods for The Selection of the Legislative Council of the Hong Kong Special Administrative Region and voting Procedures for the Legislative Council of the Hong Kong Special Administrative Region, Annex II to the Basic Law of the People's Republic of China" amended by the Standing Committee of the National People's Congress and the relevant laws and regulations of the Hong Kong Special Administrative Region, the new Legislative Council of the Hong Kong Special Administrative Region will be composed of 90 members, including 40 members elected by the Election Committee, 30 members elected by functional groups and 20 members directly elected by the districts.
New selection system
The new election system is the institutional guarantee for the implementation of the principle of "patriots governing Hong Kong." In accordance with the relevant decisions of the Standing Committee of the National People's Congress, the Hong Kong Special Administrative Region Candidate Qualification Examination Committee has been newly established to examine and confirm the qualifications of candidates for membership in the Legislative Council. A few days ago, the Senior Review Committee ruled that the qualifications of 153 people for the Legislative Council election were valid and 1 person was invalid.
The system design of the AQRC is conducive to the implementation of the overall requirements of "patriots governing Hong Kong". On the one hand, it is resolute to exclude anti-China and chaotic Elements from the governance structure of the Special Administrative Region, and on the other hand, it is ensured that staunch patriots with strong governance ability are selected.
Compared with the previous Legislative Council, the number of elected members has increased from 70 to 90, and new members elected by the Election Commission have been added.
The Election Committee has added a new structure of the five major sectors, including deputies to the National People's Congress of the Hong Kong Special Administrative Region, members of the National Committee of the Chinese People's Political Consultative Conference of the Hong Kong Special Administrative Region and representatives of relevant national organizations, which together with the circles of industry and commerce, finance, professionals, grassroots, labor and religion, legislative council members, and representatives of regional organizations, constitutes a new structure of the five major sectors, and the total number of members of the Election Committee has also increased from 1,200 to 1,500 (currently 52 seats are temporarily vacant). The new EC structure is more in line with Hong Kong's actual situation, has a broader representation and advanced nature, is more conducive to strengthening national awareness, and is conducive to promoting Hong Kong's integration into the overall situation of national development.
Under the new electoral system, the EC has increased its empowerment. In addition to electing the Chief Executive candidate, the EC also elects some members of the Legislative Council and participates in the nomination of all candidates for membership in the Legislative Council. Such a system design enables the Chief Executive and the Legislative Council to have a common voter base, so as to form a stable force in the Legislative Council to support the Chief Executive's administration according to law, which is of great significance for improving the executive-legislative relationship in the HKSAR and accelerating the formation of good governance and good governance.
New faces
About half of the 153 candidates were counted for the first time in the election for public office. This batch of new faces have diverse backgrounds and identities, come from all walks of life in Hong Kong, and inject fresh blood into the political arena.
Among the candidates are elite leaders in business, academia, and professional circles, as well as representatives of laborers, employees, and small and medium-sized enterprise operators from the grassroots of society; there are both native Hong Kong people, Mandarin-speaking "Hong Kong drifters", Taiwanese-born people, and "foreigners" who have joined Chinese nationality; there are both experienced senior political participants and young people full of momentum and innovation, and the diversity of candidates is unprecedented.
The diverse background of the candidates fully shows that "patriots governing Hong Kong" is by no means to engage in "one color" but "all kinds of colors." The stage of "patriots governing Hong Kong" is very large, and this principle not only has clear standards, but also has rich extensions. Under the banner of "patriots governing Hong Kong", the new election system stretches the radius of inclusive diversity to the greatest extent, drawing the largest concentric circle that conforms to Hong Kong's fundamental interests, which is in line with the fundamental interests of Hong Kong, such as the steady and far-reaching practice of "one country, two systems", the long-term prosperity and stability of Hong Kong, and the rush of Hong Kong compatriots to a better life.
Atmosphere
The new election system has created a new atmosphere, and the election has not "lying to win" and returning to healthy competition. In the Electoral Commission segment, 51 candidates competed for 40 seats, in the functional sector 67 candidates competed for 30 seats and in the district direct election, 35 candidates competed for 20 seats. All 90 seats are competing, and there is no seat that can be automatically elected, which has never been seen since Hong Kong's return to the motherland.
More importantly, under the new electoral system, elections have returned to the original intention of seeking the well-being of the people. One by one, the candidates walked into the cage houses of "subdivided houses" and the farmers of fishing ports, and one after another campaign platform focused on the topic of economy and people's livelihood. Election campaigns are no longer just smearing and slandering each other and "opposing for the sake of opposition", but are more rational, fair and orderly, paying more attention to people's livelihood and development issues, and paying more attention to showing and competing with the ability and quality of candidates.

The new electoral system ensures that "patriots govern Hong Kong", effectively enhances the broad representation, political inclusiveness, balanced participation and fair competition of the democratic electoral system, better reflects the overall interests and fundamental interests of Hong Kong society, is conducive to improving governance efficiency, and provides a strong guarantee for the healthy development of Democracy in Hong Kong.
