According to the unified deployment of the inspection work of the county party committee, from December 14, 2020 to January 25, 2021, the second inspection group of the county party committee carried out an inspection "review" of the party group of the Yongchun County Science and Technology Bureau of the CPC, and gave feedback on the inspection opinions on April 2, 2021. In accordance with the principle of openness in party affairs and the relevant requirements of inspection work, the progress of inspection and rectification is hereby announced.
I. Strengthen organizational leadership and solidly promote rectification and reform
(1) Enhance ideological understanding and strengthen organizational leadership
Carrying out the inspection work is a centralized test of our efforts to strengthen the building of a sound party style and a clean and honest government, implement the main responsibility of comprehensively and strictly administering the party, strictly enforce discipline within the party, and improve the party's work style. In the process of inspection, the party group of the bureau conscientiously organized and studied the spirit of General Secretary Xi Jinping's important instructions on Fujian's work, the spirit of the sixth round of inspection work mobilization and deployment meeting of the Nineteenth Central Committee and General Secretary Xi Jinping's important speech on inspection work, and the spirit of the relevant meetings of the central and provincial party committees and county party committees, and improved the ideological understanding of party group members on inspection work. At the inspection feedback meeting, the secretary of the party group of the bureau, on behalf of the party group of the county science and technology bureau, sincerely accepted the feedback and rectification suggestions of the inspection group, and accepted them in an all-round way; after the meeting, an enlarged meeting of the party group was held in a timely manner, and a leading group and office for inspection and rectification work were established, and the leaders of the leading group took the lead in rectification and reform, and all cadres and workers closely followed up with their own rectification and reform, effectively promoting the implementation of the inspection and rectification work.
(2) Adhere to the problem-oriented approach and formulate effective measures
The party group of the bureau has always adhered to the guidance of inspection problems, deeply studied the spirit of the inspection feedback and rectification opinions, conscientiously done a good job in inspection and rectification work, successively held an enlarged party group meeting and a special democratic life meeting, compared with the 15 problems feedback from the inspection, checked the problems one by one, deeply analyzed the causes, and drew inferences from one another, and solidly carried out self-examination and self-correction; the members of the party group of the bureau consciously recognized the problems, combined with the responsibilities of the post, and promptly organized the relevant responsible persons to analyze and discuss the problems and rectification measures, and formulated a specific rectification plan and a list of rectification responsibilities. Clarify the responsible leadership, the responsible unit and the specific responsible person and the rectification time limit.
(3) Strengthen follow-up supervision, and promote the effectiveness of rectification and reform
The party group of the bureau adheres to the sense of responsibility that "ineffective rectification and reform is dereliction of duty, and failure to grasp rectification and reform is dereliction of duty", constantly consolidates responsibility, enhances the initiative of rectifying and reforming problems, conscientiously guides all units and offices to do a good job in rectification and reform, and promotes the implementation of various measures. Classify the problems, sort them out one by one, and make immediate changes. At the same time, strengthen the follow-up and effectiveness supervision to ensure that the rectification matters are implemented one by one and that everything is echoed.
Second, inspect the progress of rectification and reform of feedback problems
(1) Implement inspection feedback problems and rectification problems that are not in place
1. On the issue of studying and implementing General Secretary Xi Jinping's important exposition on scientific and technological innovation and the new development concept
Rectification and reform progress: First, strengthen the study of scientific and technological innovation theory. On April 19, the bureau party group meeting, the bureau party group theoretical learning center group study meeting, and the bureau's cadre meeting, the members of the organization team and all cadres and workers seriously studied and discussed the spirit of General Secretary Xi Jinping's speech at the national symposium of scientists and other important expositions on scientific and technological innovation. In connection with the study and education activities of party history, the knowledge of scientific and technological innovation should be included in the study plan, and the awareness of scientific and technological innovation of all cadres and workers should be continuously strengthened. The relevant personnel of the Organization Bureau went to sister counties to learn and exchange experience in the construction of scientific and technological innovation service platforms, and increase the intensity of platform construction. The second is to strengthen the cultivation of high-tech enterprises. Earnestly go deep into the front line, publicize various policies to benefit enterprises, establish a high-level enterprise cultivation library and a high-tech reserve echelon, and organize third-party institutions to conduct declaration training for qualified enterprises, encourage and guide enterprises to declare various identifications, and improve the stock of various "science and technology enterprises" in Yongchun County. In June, 7 enterprises were organized to declare the first batch of national high-tech enterprises in 2021, 1 enterprise was re-evaluated, and 5 enterprises declared the fujian provincial science and technology small giant certification. In July, 11 enterprises were organized to apply for the second batch of high-tech enterprise identification.
2. Regarding the problem of inspection feedback, some problems are not rectified and perfunctory
(1) The problem of not rectifying the problem of basic expenditure crowding out the project funds.
Rectification progress: Strengthen communication with the county finance bureau and prepare budgets in a scientific and reasonable manner. Urge financial personnel to strengthen business learning and improve business level. Strictly control basic expenditures, eliminate crowding out project funds, and ensure the effectiveness of the use of project funds.
(2) The problem of no acceptance or simple acceptance of scientific and technological projects has not been rectified.
Rectification progress: First, from the inspection "look back" feedback so far, 2015-2016 new added 5 projects through simple acceptance; 2017-2019 new 24 new projects through simple acceptance. For the unaccepted projects, our bureau has notified each project leader, and strengthened business guidance, urging them to submit relevant materials for acceptance as soon as possible to ensure that the acceptance rate reaches more than 75% before the end of the year. In the future implementation of scientific and technological projects, we will strengthen the project management of science and technology plans, strictly implement the "Yongchun County Science and Technology Plan Project Management Regulations" (revised), establish a project information database, carefully sort out the project establishment and acceptance of the final situation, strengthen supervision and inspection and tracking guidance for scientific and technological projects that have passed the project, and supervise and urge the project implementation unit to carry out project acceptance in accordance with the requirements of the contract task to ensure that the project acceptance rate reaches more than 80%. At the end of June, the discipline inspection team and relevant personnel of the Finance Bureau were invited to jointly randomly check five enterprises, accounting for 5.3% of the total number of projects. Before the end of December, a second joint random inspection will be carried out to ensure that the number of annual random inspection items is not less than 10%, and the inspection situation will be disclosed on the government website in a timely manner. The 2 relevant responsible persons were reminded of the conversation.
(3) In view of the problem that the balance of science and technology funds is still precipitated, there are still many problems.
Rectification progress: First, the balance of 363,300 yuan of special funds for science and technology in 2018 has been used for expenditures such as science and technology publicity and scientific and technological training; the balance of 3.2235 million yuan in 2019 has been handed over to the county finance bureau on April 29, 2020. Second, the balance of 2013-2014 is 2.1014 million yuan, which has been allocated to relevant enterprises. Third, from 2017 to 2018, the balance of enterprise research and development and scientific and technological innovation has been recovered by the county finance in three batches. In the future, our bureau will strengthen communication and contact with the Finance Bureau, scientifically and rationally prepare the budget for science and technology projects, and improve the budget accuracy of special funds for science and technology. Actively communicate with the provincial and municipal science and technology departments, strive to issue targets in the current year, try to avoid cross-annual allocation, and if it is really necessary to allocate cross-year, our bureau will allocate it in a timely manner according to the requirements of the document.
3. Regarding the lack of supervision of projects and funds, inspection and rectification of the problem of "committing crimes while reforming"
(1) In view of the problem that the supervision of scientific and technological training funds is still missing.
Rectification progress: organized to Dongping Town Taishan Village and Wufeng Town Peimin Village to supervise and guide them to carry out scientific and technological training activities, now the two villages have completed the training and submitted training work materials, Taishan Village completed the scientific and technological training on June 1, the expenditure of 20300 yuan; Peimin Village completed the scientific and technological training on June 27, the expenditure of 22512.8 yuan. In the future, our bureau will strengthen the management of scientific and technological project funds, strictly implement the "Yongchun County-level Science and Technology Plan Project Fund Management Measures", adopt the post-subsidy method, require the project unit to carry out training activities first, give subsidies according to the expenditure of funds, and improve the efficiency of the use of training funds.
(2) There are loopholes in the management of project funds.
Rectification progress: In the project declaration work, due to the lack of serious and meticulous work of the business unit, there is a deviation in the comparison of project acceptance and final questions in previous years. Yongchun County Hospital, Yongchun Baicaoyuan Chinese Herbal Medicine Professional Cooperative and 5 project leaders have been urged to submit the final acceptance materials of the science and technology plan project, and suspended the qualifications of two units and 5 project leaders to apply for science and technology plan projects within 2 years. At present, the Yongchun BaicaoYuan Chinese Herbal Medicine Professional Cooperative and the Yongchun County Hospital have submitted acceptance materials as required, and 5 project leaders have completed the project acceptance. In view of the problem of the project not being accepted and declaring a new project, the party group of the bureau conducted criticism and education for 2 relevant responsible persons.
(3) In view of the problem that the internal industry data of scientific and technological projects is still not standardized.
Rectification progress: Timely modify, supplement and improve the opening report of science and technology plan projects, standardize the whole file of all science and technology plan project data, and classify and summarize. Comprehensive project preliminary review, expert review, on-site inspection, etc., jointly issue a report on the overall situation of the declaration of scientific and technological plan projects with the county finance bureau, and add the project leader column to the new project contract to improve the content of the contract.
4. On the question of the lack of seriousness in political life within the Party
Rectification and reform progress: First, standardize the political life within the party, strictly implement the system of organizational life meetings, "three meetings and one lesson", and at the special democratic life meeting for inspection and rectification, the members of the party group of the bureau and all party members will seriously carry out criticism and self-criticism, and at the end of the year, they will organize and carry out democratic appraisal activities as required. The second is to promptly revise the erroneous expression in the records of the branch committee and record non-CCP members as non-voting participants. At the branch committee and branch conferences held since 2021, the branch secretary and all party members have fully made speeches and discussions according to the content of the topic. On June 28, 2021, Liu Rixin, secretary of the branch, gave a party lesson entitled "Viewing the History of the Centennial Party with Correct History" at the party member meeting. The fourth is to organize retired party members to participate in the party congress in June and July. In the future, our bureau will strengthen the education and management of retired party members, combine theme party days and other activities, and organize retired party members to participate in various party activities in a timely manner.
5. On the issue of implementing the "two responsibilities" of comprehensively and strictly administering the party is not in place enough
(1) In view of the problem that the awareness of the main responsibility needs to be strengthened.
Rectification and Reform Progress: First, strengthen leadership, and formulate the bureau's work plan, target requirements, and specific measures for the construction of party style and clean government. Incorporate the building of party style and clean government into the unit's annual work plan and target responsibility system. The bureau's party group will hold a work conference on the building of a sound party style and a clean government once a year, and at least once every six months, it will study the work of improving the party style and building a clean and honest government. On June 23, the bureau's party group conducted a special study on the construction of party style and clean government in the first half of the year. The second is to strengthen the awareness of integrity, further improve the integrity risk prevention and control measures, on June 23, organize all cadres and workers to fill in the integrity risk identification prevention and control form as required, and unified by the office to summarize and check, to eliminate the occurrence of unsigned phenomenon. Third, on June 21, the discipline inspection team was actively invited to attend the party group meeting of our bureau to study and discuss important matters. In the future, our bureau will further strengthen communication and contact with the discipline inspection teams stationed there, and take the initiative to invite the discipline inspection teams stationed in the bureau to participate in the party group meetings of the bureau.
(2) In view of the lack of daily supervision of the discipline inspection and supervision team stationed there.
Rectification and reform progress: First, make full use of the "four forms" of supervision and discipline enforcement. It is necessary to strengthen the grasp and application of the first form, persistently grasp the small ones early and move the threshold forward, and use in a targeted manner such methods as talking reminders, criticism and education, and exhortations to talk about the emerging and tendentious problems that exist in some cadres, so as to promptly educate and warn them, so as to prevent small mistakes from causing major disasters. The second is to strengthen the daily supervision and inspection of the Science and Technology Bureau, and participate in the meeting of the team of the Science and Technology Bureau to report responsibility and honesty and the "triple one" meeting. Continuously strengthen normalized, close-range, and visual daily supervision, carry out overt and covert visits from time to time, and carry out supervision and inspection of important times, important nodes, and important projects.
(2) Inspect the new problems found in the "looking back"
1. On the issue of insufficient kinetic energy for science and technology to support the development of the industrial economy
Rectification progress: First, on February 26, the organization organized an online training on the statistical business of filling in the R&D data of enterprises; on May 31, the organization organized an online counseling on the pre-tax deduction policy for enterprise R&D expenses. In-depth understanding of R&D reporting, supervise and guide enterprises to further attach importance to R&D funds into statistical work, so that data should be unified, true and reliable. Effectively implement policies such as segmented subsidies for enterprise R&D expenditure and pre-tax deductions for R&D expenses, encourage enterprises to increase R&D investment, improve the initiative and enthusiasm of enterprise R&D investment and declaration subsidies, and strive for new breakthroughs in R&D investment. In mid-to-late September, more enterprises and more person-times of high-tech enterprise declarations and R&D investment data filling special training meetings will be organized to expand the coverage of policy publicity and business guidance, and enhance the scientific and technological support for the development of the industrial economy in Yongchun County. The second is to accelerate the transfer and transformation of scientific and technological achievements, fully implement the relevant policies of the state, provinces and municipalities to promote the transfer and transformation of scientific and technological achievements, and give full play to the role of various innovation platforms. From May 11 to June 25, our bureau sent a cadre to Quanzhou Productivity Promotion Center to learn the work related to the registration of technical contracts, and effectively improve the guidance and service level of Yongchun County's technical contract registration and application. The third is to accurately implement scientific and technological projects. Focusing on the innovative development needs of leading industries and industries in Yongchun County, especially rooted industries, actively organize enterprises and institutions to declare scientific and technological projects at all levels, strengthen tracking and guidance, and strive to increase the proportion of industrial science and technology projects in Yongchun County.
2. On the issue of insufficient implementation of the responsibility system for ideological work
Rectification and reform progress: First, strengthen organizational leadership, timely supplement and adjust the ideological work leading group, and revise and improve the implementation plan for the responsibility system for ideological work. Timely convene special meetings to study ideological work, incorporate ideological work into important agendas and annual work points, regularly analyze and judge the situation in the ideological field, distinguish prominent problems in the ideological and cultural fields, and give targeted and correct guidance to major events, important situations, and emerging tendencies in important social conditions and public opinion. At the same time, strengthen the response to news and public opinion, timely do a good job of public opinion supervision at important nodes and sensitive periods, and promptly collect, judge, and dispose of speech that may trigger mass incidents and social unrest. Strictly follow the ideological "three trials" system to do a good job of operating and managing the Unit's WeChat public account. The second is to take the political life within the party seriously, strictly implement the responsibility system for ideological work, earnestly include the situation of ideological work as an important content into the analysis materials of the democratic life meeting, and improve the quality of the democratic life meeting.
3. Regarding the lax implementation of the financial and economic system
(1) Irregular implementation of commodity procurement.
Rectification progress: First, according to the terms of the contract, the seller is required to provide a performance guarantee. Second, in accordance with the financial management system, the tripartite inquiry materials, meeting minutes and other related materials have been supplemented and improved. In the future, our bureau will strictly perform procurement procedures, strictly regulate procurement behavior, and strengthen the management of item procurement. Criticism education was conducted on 3 relevant responsible persons.
(2) For the problem of loopholes in project management.
Rectification progress: First, the winning bid amount of the power distribution project is 256,279 yuan, and the project payment has not yet been settled. Our bureau has communicated with the construction unit and agreed to reserve 3% of the project money as the project warranty, and then give the allocation after the warranty period expires. Second, when applying for electricity, the construction unit entrusted the State Grid Fujian Electric Power Co., Ltd. Yongchun Power Supply Company to conduct the completion inspection and quality supervision of the project, and issued a customer power project completion inspection opinion. In the future, our bureau will strengthen the construction management of engineering projects, and do a good job in bidding, supervision, acceptance and settlement of engineering projects in strict accordance with the relevant provisions of project construction bidding and bidding and the terms of project bidding documents. At the same time, strengthen construction management, quality control, strictly in accordance with the schedule to allocate project funds, and reserve deposits as required, do a good job in the collation and archiving of project materials. A conversation reminder was given to one of the relevant responsible persons.
3. Inspection of the handling of feedback problem leads
In response to the feedback problems of inspections, the clues of the problems handed over, and the reflection of the letters and visits, the party group of our bureau strictly followed the "four forms" of supervision and discipline enforcement, and dealt with 8 people who were responsible for the relevant responsibilities, of which 3 people were reminded of conversations and 5 times were criticized and educated.
4. Matters and measures that need to be further rectified
On matters where the supervision of state-owned assets is still lax
There are problems: the project management and supervision of the incubation platform are not in place, and Jointown Pharmaceutical (Ruimaishu Medical Technology) has not recovered the 535,000 yuan in arrears in rent, water and electricity bills from June to October 2020.
Reasons for not completing the rectification: The company has only paid a total of 73191.85 yuan for two months of electricity bills.
The next step of rectification measures: First, increase the intensity of payment, and urge enterprises to pay arrears of water and electricity bills, rent and other fees in a timely manner. Second, if the urging is fruitless and refuses to pay, our bureau will further take legal measures to solve it.
Rectification time limit: December 31, 2021.
In the next step, the party group of our bureau will continue to take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guide, deeply study and implement the spirit of the 19th National Congress of the Party and the 2nd, 3rd, 4th and 5th Plenary Sessions of the 19th CPC Central Committee, further implement the inspection work requirements of the county party committee, continue to promote the implementation of rectification and reform tasks with high standards and strict requirements, continuously consolidate and expand the results of rectification and reform work, and truly apply the results of inspection work to promote the development of scientific and technological innovation.
The first is to strengthen political responsibility. Strengthen the party's overall leadership, always adhere to the party to manage the party, comprehensively and strictly govern the party, and adhere to arming the mind, guiding practice, and promoting work with Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, especially General Secretary Xi Jinping's important expositions on scientific and technological innovation.

Adjust and enrich the leading group for project construction, conscientiously implement the relevant provisions on project construction management, improve institutional constraints and supervision and management, and further improve the integrity risk prevention and control mechanism for key projects and key links.
