Jin Chongyin was born on May 23, 1896 (April 11, 2006) to a peasant family in Tong County, Hebei Province (now part of Beijing). In order to find a way out, he joined the Army's 5th Mixed Brigade at the age of 20, because of his literacy, he was quickly promoted to clerk, and a year later he was promoted to platoon commander of the 7th Company of the 2nd Battalion, 1st Regiment, 5th Mixed Brigade. After the 5th Mixed Brigade was expanded into the 9th Division in June 1918, Jin Chongyin served in the division for a long time, successively serving as the flag officer of the 33rd Regiment of the 17th Brigade, the commander of the 2nd Company of the 1st Battalion, and went to Siberia with his troops to participate in the Beiyang government's intervention in the October Revolution in Russia.

After the Second Zhifeng War, the 9th Division, which supported the immediate line, was abolished in November 1924, and Jin Chongyin switched to Gao Guizi, the commander of the Independent Regiment of the Second Nationalist Army. Gao shi recognized his talents and appointed him as a staff officer. Since then, the independent regiment has been expanded several times, and Jin Chongyin has also been promoted by Gao Guizi repeatedly, successively serving as battalion commander and regimental attaché. In July 1931, Gao Guizi's unit was reorganized into the 84th Division, and Kim Chong-in was promoted to chief of staff.

From April 1939 onwards, the 17th Army entered the western part of the Nakajō Mountains to carry out guerrilla attacks, and for the next two years, Jin Chongyin still did his best to advise Gao Guizi, and at his suggestion, the 17th Army repelled the Japanese attack several times. Kim Chong-in was thus further appreciated by Gao and in January 1941 sponsored him to be promoted to the post of chief of staff. When the Battle of Jinnan broke out in May 1941, the 17th Army was tasked with defending the mountains west of Zhongtiao Mountain in coordination with the 3rd Army and the 80th Army. At 15:00 on the afternoon of May 7, the Japanese army launched a fierce attack on the 17th Army's defensive line of Swing Ridge, Shiraishi Mountain, and Yangjiashan with the independent mixed 9th Brigade Regiment (Brigade Commander Kenji Ikegami) and the 36th Division Regiment. Due to poor equipment and untidy personnel, the 17th Army was forced to retreat after nightfall under the suppression of superior Japanese firepower. On the morning of 8 May, the alliance between the 17th Army and the left-wing 3rd Army and the right-wing 43rd Army was completely cut off by the Japanese. In this situation, the 17th Army resisted and encouraged perseverance.

Kim Chong-in was unmoved by this and angrily denounced the Japanese invasion. The Japanese army deposited two months in the seal, and seeing that the persuasion had been ineffective, it was convenient to pull him to the execution ground late at night on July 16 and shoot him, when he was only forty-six years old.

On December 14, 1946, the Nationalist government issued a commendation order, and on January 6, 1947, he was posthumously promoted to lieutenant general.
