Recently, at the scene of the activity of "Telling the Story of Liaoning and Discovering the Power of Dalian", Wang Yufu, vice chairman of the Zhuanghe Municipal Committee of the Chinese People's Political Consultative Conference of Liaoning Province, talked about the changes he has felt since the Municipal People's Political Consultative Conference proposed the "Four Good Rural Roads" with his own personal experience.
Zhuanghe City, located in the southeast of the Liaodong Peninsula, administers 21 townships with a total rural population of 548,000. Since the Eighteenth National Congress of the Communist Party of China, Zhuanghe City has attached great importance to accelerating the development of rural transportation highways, and in connection with the implementation of the strategy of rural revitalization, it has proposed that rural roads should be built well, but also should be well managed, protected, and operated well, so as to provide a better guarantee for the vast number of peasants to become rich and well-off and accelerate the modernization of agriculture and rural areas.
"Since then, the construction of the most beautiful 'four good rural roads' has become the focus of people's livelihood of the Zhuanghe Municipal CPPCC." Wang Yufu said that over the past three years, the committee members have submitted a total of 23 proposals and 36 pieces of social conditions and public opinion information, and have continued to offer suggestions and suggestions to provide intellectual support for accelerating the construction of rural roads.

With the orderly advancement of rural road construction, in September 2020, the Zhuanghe Municipal CPPCC also conducted a special inspection on the issue of "management" and "protection" of rural road construction, and put forward a number of constructive opinions and suggestions on the establishment and improvement of the "construction, management, maintenance and transportation" system of "responsibility", "responsibility", "person" and "ability" of rural road construction. How beautiful can the "four good rural roads" be? So far, the total length of rural roads in Zhuanghe City has reached more than 3,000 kilometers, basically forming a highway network system with county roads as the skeleton, township roads as the support, and village roads as the vein. Combined with the improvement of the rural human settlement environment, the municipal finance allocates special funds for road maintenance every year, and the maintenance rate reaches 100%. The Zhuanghe Municipal Party Committee and the Municipal Government listened to the voices of all walks of life, organically combined and simultaneously promoted the fight against poverty and the implementation of the rural revitalization strategy, and in 2019, the whole area achieved 100% oil access to the natural tun and was awarded the "Four Good Rural Roads" National Demonstration County in 2019. In 2020, it undertook the two pilot tasks of "beautiful rural roads" and "road chief system" of the Ministry of Transport, and made every effort to create a "four good rural roads" boutique project. This year, Zhuanghe City invested another 328 million yuan to implement the Tianbu Line Project to achieve the integration of road and tourism; combined with the scenery of the Zhuanghe Reservoir Area, create a beautiful rural road around the lake of Zhukuan Reservoir; build 58 bus shelters and 15 highway stations; actively mobilize the masses along the line to plant flowers and grass in a unified way to achieve "one road and one scenery, one town and one characteristic, one village and one painting".
"The roads have been repaired, the economy has developed, the villagers have become richer, and the countryside has become more and more lively." Wang Yufu is like a number of family treasures, and the three major projects of "transportation + beautiful countryside", "transportation + global tourism" and "transportation + characteristic industries" implemented by Zhuanghe City have created a travel environment of "smooth, safe, comfortable and beautiful", and the highway traffic capacity and service level have been greatly improved. Among them, tourism income alone will reach more than 5 billion yuan in 2020, driving more and more fathers and villagers to embark on the road of poverty alleviation.
