From May to June 2020, defendants Han X, Ma X, and 47 other fresh graduates who did not meet the above conditions for receiving subsidies operated through the intermediary Qiu X (who was sentenced to 4 years and 6 months imprisonment for fraud and fined 40,000 yuan) through intermediary Qiu X (who was sentenced to 4 years and 6 months for fraud and fined 40,000 yuan), attached to a company in Hangzhou where Qiu was located, briefly paid social security, fictitious labor relations in Hangzhou, and defrauded the subsidy of 490,000 yuan. Among them, after Han defrauded the subsidy of 10,000 yuan, he introduced 9 other people to defraud the subsidy of 90,000 yuan in the same way and collected the benefit fee, and the remaining 46 people such as Ma Mou defrauded the subsidy of 10,000 yuan or 30,000 yuan respectively.
After review, the procuratorial organs held that all 47 people in this case were suspected of fraud, but the harmful consequences and subjective viciousness were different, and they should be treated differently. On July 23, 2021, the procuratorial organs made a decision not to prosecute Ma and 46 other people, gave a reprimand, and filed a public prosecution against Han in accordance with the law. On July 30, the court sentenced Han to 1 year and 2 months in prison, suspended for 1 year and 2 months.
