After several rounds of combing and rectification, the rectification completion rate of Liaocheng's illegal "two highs" projects has reached 50%.
Strengthen organizational leadership. The Municipal Party Committee and the Municipal Government attach great importance to the establishment of a special class for Liaocheng City to strictly control the blind construction of the "two highs" project and the implementation of coal consumption reduction, and the special class office is located in the Municipal Development and Reform Commission, which is responsible for comprehensively arranging and deploying the city's resolutely curbing the blind development supervision of the "two high" projects.
Strictly control the access of new "two high" projects. Strengthen approval control, strengthen the work linkage of industry authorities and administrative approval departments, and strictly require 16 types of new and expansion projects such as steel, electrolytic aluminum, cement, coking, and ferroalloy to implement the "five reduction substitutions". Since January 23, 2021, Liaocheng has not built a new "two highs" project.
Strictly dispose of illegal construction projects. Comprehensively implement the four differentiated treatments, classify and dispose of the city's "two high" projects, study and formulate rectification methods for projects that violate construction, stop work and stop production, and rectify, require all departments to communicate from top to bottom, and effectively do a good job in business guidance and supervision. At the same time, all counties (cities, districts) are required to implement rectification responsibilities for projects within their jurisdiction, a set of rectification plans for each project, clarify the rectification period, and ensure that the problems found are thoroughly rectified in place.
Speed up kinetic energy conversion. Resolutely eliminate backward kinetic energy, focus on "high energy consumption, high pollution, high emissions, high risk" inefficient and backward production capacity, strictly implement environmental protection, safety, technology, energy consumption, and efficiency standards, make good use of alternative systems for capacity, coal, energy, carbon emissions, and pollutant emission reduction, and organize the implementation of pressure reduction, integration, and shutdown. Unswervingly accelerate the construction of a strong manufacturing city, focus on traditional industries such as non-ferrous metals and metal deep processing, green chemicals, textile and clothing, agricultural and sideline products processing, papermaking and printing, and emerging industries such as biomedicine, new energy vehicles, new materials, new generation information technology, and equipment manufacturing, implement strategic emerging industry cultivation projects, vigorously develop the digital economy, and accelerate the construction of a new engine for high-quality development.
