On the morning of November 23, Hedong District held the "100 Doctors Multiplication Plan" and the launching ceremony of the University Talent Practice Group, deeply implemented the spirit of the Central Talent Work Conference, further broadened the path of talent introduction, deepened school-site cooperation, and leveraged brain wisdom to help the high-quality economic and social development of Hedong District. Fan Shaojun introduced the location, history and culture and development plan of Hedong, and put forward three opinions on the implementation of the "Hundred Doctors Multiplication Plan" and the activities of the university talent practice group. The first is to focus on the actual situation of the region and deeply understand the importance of implementing the "100 Doctors Multiplication Plan". The "100 Doctors Multiplication Plan" is a win-win measure to strengthen the construction of professional cadres and innovate the talent training model of colleges and universities in our region to innovate the talent introduction model of "using flexibility, management flexibility, and service personality", explore and solve the problem of introducing high-level talents. It is necessary to stand at the height of implementing the strategy of the Party Central Committee to strengthen the country with talents in the new era, and grasp the "Hundred Doctors Multiplication Plan" as an important task to promote the high-quality development of Hedong. The second is to focus on making the best use of it to ensure that the practical exercise work achieves practical results. All receiving units should "take a high look at the talents and love them for three points," take out important posts and hard-working posts, and let them have real power, manage practical affairs, and assume real responsibilities; they must establish the concept of "one family," fully trust them politically, boldly use them in their work, and show more concern in their daily lives; they must realize "achieving results with use," strengthen overall management, and do a good job in the contact service, training, and assessment and evaluation of personnel who practice and exercise. The third is to focus on active integration and strive to be a combination of knowledge and action that integrates theory with practice. Hedong District "100 Doctors Multiplication Plan" and University Talent Practice Group activities are an important part of the upgraded version of the "Xiangdong Plan", aiming at in-depth implementation of the concept of talent-led high-quality development, closely focusing on the functional positioning of "Jinchuang Hedong Jinyun Homeland" and the development needs of our district's "14th Five-Year Plan", with 3-5 years, the introduction of about 100 doctors with certain theoretical literacy, professional level and practical experience to our district organs, enterprises and institutions to carry out practical exercises, subject research, project cooperation and technical guidance. From this, we identified and found that the professional leading cadres urgently needed for the construction of the "four districts" have increased the introduction of them through transfer and appointment. The first batch of 12 doctoral (young teachers), administrative management cadres with professional backgrounds and 21 graduate students with certain professional foundations were introduced from 6 colleges and universities such as Tianjin University and Nankai University to carry out industrial planning, project investment, urban renewal, talent introduction, military-civilian integration, platform economy, and state-owned enterprise reform in key departments and state-owned enterprises in the region.
