Recently, the International Mail Exchange Bureau of Shanghai Post International Branch, located on Hutai Road in Jing'an District, has implemented strict access management and epidemic prevention measures. Here is equivalent to the "transit station" of international express delivery, but all international parcels entering the country, as well as domestic parcels leaving the country, must be concentrated from here to "transit".
According to the person in charge of the International Mail Exchange Station of Shanghai Post International Branch, the mail trucks imported from various countries will undergo many disinfection from the beginning of entering here, the first time is when the car enters the gate, and the staff wearing epidemic prevention uniforms will spray disinfection around the vehicle.
In addition to measuring the driver's body temperature, the cab, compartment doors, compartments, etc. are also sprayed and disinfected in an all-round way before loading and unloading operations are carried out.
"In fact, before that, the first time after the imported mail arrived at Pudong Airport, the staff would disinfect the whole bag of mail before loading the car." The person in charge said.
After the vehicle is disinfected, the staff will uniformly load and unload the mail into the isolation area of about 2,000 square meters of storage area, but all imported mail must be sterilized and isolated here, ensuring that the pouch and mail disinfection and standing time is not less than 48 hours, of which the pouch killing and standing time is not less than 24 hours; the mail killing and standing time after the pouch is opened and dismantled is not less than 24 hours. International and domestic mail operate separately and staff members centralize accommodation management
According to the relevant person in charge of Shanghai Post, since August 2021, Shanghai Post has set up an isolation area of the International Mail Exchange Bureau in the park of No. 841 Hutai Road, which is independently set up outside the internal processing site of the Exchange Bureau, responsible for the elimination and static work of all imported foreign mail entering the International Mail Exchange Bureau and mail in high-risk areas, and implementing closed-loop management. At the same time, the implementation of import and export separate operations, international import mail and domestic mail do not interfere with each other, separate operations.
After all imported mail is killed and placed in the quarantine area, the local mail is transported by a special person to the internal processing site of the Exchange Bureau for follow-up operation and processing; the customs transfer mail of other provinces and cities is killed and left for 24 hours and sent to the previous journey.
At the same time, in order to ensure the hygiene of the site and ensure the safety of personnel, the isolation area of the International Mail Exchange Bureau disinfects the whole site once a day for 4 hours, and the personnel carry out real-name temperature measurement every 4 hours, and the disinfection personnel must wear protective clothing, masks, special gloves, etc. when disinfecting to ensure the safety and effectiveness of the disinfection operation. The internal processing site of the International Mail Exchange Bureau sprays and disinfects the production site every 4 hours, requiring full coverage of the production area and disinfection records.
At the same time, Shanghai Post has also effectively implemented the epidemic prevention and control of operators in the isolation area. An operator information database containing personal information for the record (including but not limited to name, ID card number, mobile phone number, address in Shanghai, itinerary code, health code, certificate of completion of vaccination, nucleic acid test report within one week, etc.) has been established in advance. All operators have been vaccinated against the new crown and carried out nucleic acid testing every 2 days; a certain work cycle of shift system is adopted, and accommodation is concentrated during the work period, closed management, and point-to-point transfer between the workplace and the place of residence to ensure closed-loop management. Shanghai Post also rents a whole hotel near the quarantine area, implements centralized accommodation management for the staff in the area, and adopts the "14 +7+7" work model (that is, 14 days of work on the job, 7 days of hotel isolation, 7 days of home isolation), and can only be isolated at home after a negative nucleic acid test. In addition, the post and telecommunications hospital is asked to send personnel to the hotel for nucleic acid testing once every two days, use a special car to and from the isolation area and the hotel, and make a record of the temperature detection of personnel entering and leaving the hotel, and strictly do a good job of "two points and one line" for personnel.

According to statistics, from November 1 to November 16, the total import volume of international mail at Shanghai Postal Port reached 320,000 pieces, and there was no significant increase. After all, double eleven is a domestic shopping festival, the impact on the sea tao is not so big, and the package shipped from abroad will have a time difference, coupled with the requirements of epidemic prevention and elimination, increasing the transit time, the goods bought on double eleven may not be received until the end of this month.
In addition, as the Chinese and European and American e-commerce markets enter the "Double Twelve" and "Black Friday" carnival promotions in December, the volume of mail entering the Shanghai postal port is expected to usher in a significant increase.
