As a water-scarce island, the per capita water resources of Yuhuan City in Zhejiang Province are only 1/4 of the per capita level of Zhejiang. In recent years, Yuhuan has taken the "five-water co-governance" action as an opportunity to take water control as a breakthrough, improve the quality of the water environment in the whole region, and strive to achieve harmony between people and water and ecological benefits.
Yuhuan City, Taizhou, Zhejiang Province, surrounded by seawater, does not look like a lack of water.
But in fact, Yuhuan's per capita water resources are only 443 cubic meters, which is 1/4 of the per capita level in Zhejiang. On the other hand, Yuhuan is also a typical area with a fragile water ecology. There are more than 300 rivers (lakes) in the city, which belong to 14 river systems, but the river network generally lacks sufficient source water supply, and the rivers in various regions are basically self-contained.
It is on this basis that Yuhuan takes the "five water co-governance" action as an opportunity, takes the improvement of the quality of the water environment in the whole region as the overall goal, adheres to the root cause and cleans up the source, goes all out to play a series of transformation and upgrading combination punches with water control as the breakthrough, and has won the "Five Water Co-governance" work "Dayuding" in Zhejiang Province for many times, and strives to achieve harmony between people and water and ecological benefits.
Ecological restoration, making wetlands more beautiful and water quality better
On the shore of Yuhuan Lake, the red and blue greenways snake forward like two ribbons. Chen Xiao, an outdoor sports enthusiast who lives in Yuhuan District, often comes to the Yuhuan Lake Greenway to exercise. Chen Xiao said: "The water here is bright, the air is fresh, and it is really refreshing to exercise here. ”
The Yuhuan Lake Greenway is built along the Yuhuan Lake, with a total length of 8 kilometers, the greenway takes the water as the vein, and the landscape is dotted along the line with landscape bridges, pavilions, wooden boardwalks and other landscapes, connecting the scenery along the way.
Yuhuan Lake, formerly known as Xuanmen Port, formed a lake of 24,000 mu, equivalent to 2.5 West Lakes, after the completion of the dam to intercept the tide in 1977 and the dam of the Second Phase of Xuanmen Reclamation Project in 2001. However, due to the rapid development of industrialization and urbanization, the sewage collection and treatment system was not improved in time, and the industrial and domestic sewage was directly discharged into the river, resulting in a decline in the water quality of Yuhuan Lake.
In the past 10 years, the local government has carried out a series of ecological restoration projects in Yuhuan Lake and Xuanmen Bay Wetland, such as returning fishing to lakes, returning ponds to wet, dredging and dredging, etc., fully promoting the environmental governance of upstream waters and coastal areas, and comprehensively rectifying the surrounding black and smelly rivers and garbage rivers.
Today, the Xuanmen Bay Wetland has become a beautiful ecological wetland, and was included in the list of wetlands of national importance in 2020, and the number of wetland birds has increased from 125 in 2011 to more than 200 species now. With the active implementation of various ecological restoration projects and the systematic advancement of water system connection projects, the water of Yuhuan Island has also been "alive".
Control pollution at the source and build a zero-sewage discharge area
Water environmental pollution, the problem is in the water, the root cause is on the shore.
In order to achieve pollution control in the whole process and block the source of pollution from the source, in June 2018, Yuhuan launched the construction of the "Zero Sewage Discharge Zone". By adhering to scientific policies, adapting measures to local conditions, and intelligent operation and maintenance, Yuhuan handed over a brilliant report card - a total of 30.505 square kilometers of 30.505 square kilometers of built-up areas in 9 towns (streets) was completed, and 136 projects were implemented with a total investment of 1.412 billion yuan, achieving full coverage of the "zero sewage straight discharge area" town (street).
In order to avoid large-scale renovation after the completion of the house, Yuhuan explored the construction of "zero sewage straight discharge area" to "control the new". In 2019, Yuhuan took the lead in rural areas to implement the pre-approval of buildings, the pre-training of professionals and the pre-construction of the renovation plan for built houses, strictly controlling new pollution sources from the source and standardizing the construction of projects. It is estimated that the cost of renovation per household can be reduced by more than 80%.
Villager Liu Yunhua's new house was built in The New Village of Muluotou in Ganjiang Town, and under the persuasion of grassroots cadres, he transformed the confluence pipe in his home. "Now as long as you pay for some materials, there are workers in the town to help change, it is still very convenient." Liu Yunhua said.
Truman old block block house density, long building age, alleys crisscrossed, the narrowest place is only more than 50 centimeters, large mechanical equipment is difficult to enter... In the face of the problem, Truman Town urgently purchased two excavators, and it can also "shuttle freely" in the old street. At the same time, the way of staggered peak construction is adopted, and the pouring and improvement are taken over while taking over, so as to ensure the safety of nearby residents and buildings during construction to the greatest extent.
"In the past, it was common for sewage to be poured into the home, but now this problem has finally been solved, and we must praise the government's work." Uncle Xu, a resident of Truman Town, said happily.
Old houses, old neighborhoods, hillsides... In the past, these were all difficulties in promoting the construction of "zero sewage discharge area". Yuhuan is adapted to local conditions, mainly human excavation, with livestock transport materials, the introduction of flexible excavators and other ways, to overcome the problem.
Divide the water supply and rationally use the water resources
Yuhuan has always lacked fresh water, and some old neighborhoods still have traces of chiseled stones to store water. Since the implementation of the "five water co-governance" work, Yuhuan has worked hard to play a good role in the combination of water management and supply protection, and effectively realized the safe water supply of the whole region. At present, the integration rate of urban and rural safe water supply in the city has reached 98.5%.
The ancient city of Damaiyu Street is located in a high mountain, and the villages are scattered, and the distance between the villages is far and the height difference is large. Affected by the topography, each village here has a village-level water station to supply water to the villagers in the form of one or more stations in one village. Because the water source is collected from mountain ponds, streams or wells, there are often supply restrictions or even interruptions in the dry season, and the villagers spend a day of relying on the sky to draft water.
"Although it is very difficult, we still decided to open up the deep mountain graben and let the people drink safe water." Gao Quanyu, general manager of Yuhuan Water Affairs Group, said.
According to reports, the Damaiyu high-level rural drinking water project is mainly taken over from the main pipe of water supply in Yuhuan City, and 3 lifting pump stations are built at different altitudes along the way, and tap water is transported to the ancient city hill more than 10 kilometers away and 320 meters high, and through the newly laid 28-kilometer water transmission and distribution pipe network, the water flows into thousands of households. The DamaiYu high-level rural drinking water project with a total investment of 42.8 million yuan is an important measure for Yuhuan to implement the rural drinking water safety improvement project.
In April 2019, the Damaiyu High Rural Drinking Water Project took the lead in starting construction in Zengjia Village. Today, 12 alpine villages, including DamaiYu, have used two water supply systems: tap water for drinking, and village-level water station water for general domestic water. The dual pipe network has a quality water supply, which not only ensures that it can eat safe water, but also reduces the cost of living of the masses. Gao Quanyu told reporters that the division of water supply not only rationally utilizes water resources, but also finds another way to solve the pressure of Yuhuan water supply, killing two birds with one stone.
