First, the basic situation
The Aral Economic and Technological Development Zone started construction in 2004, was approved as an autonomous region-level industrial park in 2008, and upgraded to a state-level economic and technological development zone in 2012, with an area of 66.08 square kilometers under its jurisdiction after integration. It has successively won the honorary titles of "National Circular Economy Demonstration Zone", "National E-commerce into Rural Demonstration Base", "National Foreign Trade Transformation and Upgrading Base", "Autonomous Region and Corps New Industrialization Demonstration Base", "Corps Integration Demonstration Zone", etc., and was identified as "National Textile Industry Transfer Pilot Park" by the China Textile Industry Federation.
In 2020, it ranked 165th among the 218 state-level economic development zones in the country, jumping 52 places from the previous year, ranking 4th among 9 state-level development zones in the autonomous region, and ranking 2nd among the 3 state-level development zones of the Corps. It ranked 296th in the national development zone of the Ministry of Natural Resources, an increase of 64 places over 2018, ranked 2nd in 12 development zones of the same type in the autonomous region, and ranked 1st in the 4 development zones of the same type in the Corps. The Economic Development Zone has made full use of the resources of shishi city and its surroundings, and has formed three leading industries of textile and garment, oil and gas fine chemicals, and green food processing. There are more than 1,000 registered enterprises and 36 industrial enterprises. At present, the population of the Economic Development Zone has reached 25,000 people.

Second, the completion of major economic indicators
In 2020, the economic development zone achieved a total industrial output value of 10.276 billion yuan above designated size, an increase of 11.2% year-on-year. Completed full-caliber tax revenue of 636 million yuan, an increase of 40.4% year-on-year; of which: local retention of 386 million yuan, an increase of 47.6%. Completed the total import and export volume of 105 million US dollars, of which: the total export value of 103 million US dollars. Completed fixed asset investment of 3.05 billion yuan, an increase of 38.4% year-on-year.
From January to April 2021, the total industrial output value of the Economic Development Zone reached 4.1 billion yuan, an increase of 20.6% year-on-year; the investment in fixed assets reached 1.083 billion yuan, an increase of 82.4% year-on-year; the total import and export volume is expected to complete 81 million US dollars, an increase of 314.85%; and the full-caliber tax revenue reached 234.7 million yuan, an increase of 71.43% year-on-year. There were 271 new enterprises, an increase of 53% over the previous year; a total of 1971 people were recruited and settled, 857 new permanent residents were added, and 2434 new jobs were created.
Third, the development of investment promotion work
In 2020, the Economic Development Zone signed 33 projects with a signed amount of 26.5529 billion yuan, and the newly signed projects formed a physical amount of 826.35 million yuan; a total of 45 projects were continued to be built and newly built in the whole year, forming a physical amount of 2.30198 billion yuan.
Up to now in 2021, the Economic Development Zone has signed 12 projects with a total signed amount of 6.2185 billion yuan. Among them, there are 4 projects with an investment of more than 500 million yuan. From January to April 2021, the investment promotion project formed a physical volume of 733 million yuan, completing 18.79% of the annual target tasks issued by the division and the city. At present, it is fully promoting the investment of Hong Kong Yunchun Group of 18 billion yuan to build 12 negotiation projects such as weaving, printing and dyeing and supporting textile terminals.
Fourth, the development of the industry
(1) The development of the comprehensive textile and garment industry
Relying on the advantages of cotton, viscose fiber, land, energy and xinjiang-aid resources in Shishi City, the Economic Development Zone has realized the industrial chain of spinning, weaving, printing and dyeing, towels, and socks. Up to now, there are 16 textile and garment enterprises of various types. It has completed 1.2 million spindle spinning, 1,710 looms, 2,504 hosiery machines, and an annual output of 20,000 tons of towels.
(2) The development of the petroleum and natural gas chemical industry
Relying on the oil and gas resources of the Tarim Basin, we will keep an eye on the exploration progress of Shunbei 11 Well and make every effort to build an oil and gas chemical base in southern Xinjiang, Aral. Tianying Petrochemical annual output of 300,000 tons of ethylene glycol project (Phase I), Zhongtai Textile 200,000 viscose fiber expansion project was completed and put into operation; Qingsong Chemical caustic soda and polyvinyl chloride (PVC) production line to achieve resumption of production, the scale of the chemical industry further expanded, the product variety is more abundant; the introduction of Tongkun Aral Textile Industrial Park project, filling the gap of polyester fiber raw materials in northwest China, improving the layout of Xinjiang textile and garment industry chain, effectively promoting the upstream and downstream extension of the textile and garment industry chain in Shishi City, and promoting the textile and garment industry to achieve breakthroughs. The formation of oil and gas chemical industry and textile and garment industry to promote mutual development.
(3) The development of the green food processing industry
Relying on the superior resources of agricultural and sideline products in Shishi City and its surroundings, a number of well-known enterprises such as Yanjing Beer, Xinnong Dairy, Xinnong Licorice, Taikun Group (Ruiliheng Biological Protein) have been introduced. It has further extended the processing industry chain of fruits, dairy products, cottonseeds and livestock products. Form a rich industrial chain from cottonseed - oil, cotton protein, from breeding - dairy products, meat products and cold chain transportation. The green food processing industry has become an important force to drive employment and promote the increase in income and prosperity of the employees of the tuanchang company and the surrounding masses.
Fifth, the guarantee of infrastructure and production factors
There are mainly four vertical and seven main roads in the area, of which four are connected to the Yu'a Highway and the Ata Highway, and the seven horizontal roads are connected to the urban area. The four verticals from west to east are the planned West Ring Road, East Ring Road, Huayuan Avenue and West Ring Road; the seven horizontal from north to south are Yu'a Highway, Haisheng Road, Gaoxin Road, Textile Avenue, Innovation Avenue, Feilong Road and Ata Highway. Up to now, the economic development zone has built more than 70 kilometers of roads, 135 kilometers of water supply network, 68 kilometers of drainage pipe network, 2 sewage lifting pump stations and 1 sewage treatment plant, 25 kilometers of steam heating pipe network, 22 kilometers of natural gas pipeline network, 320,000 square meters of standard workshops, 16 kilometers of 110kv, 35kv and 10kv transmission lines, 2 35kv substations, 110kv substation, 1 110kv switch station, and 1 large comprehensive parking lot.
The Economic Development Zone focuses on the core task of the corps' southward development, with the goal of developing industries and driving employment, taking the opportunity of deepening the reform of the system and mechanism, taking investment attraction and infrastructure construction as the starting point, and taking "seeking good in fast, seeking innovation in change, guarding southern Xinjiang, and gathering eight parties" as the command, and promoting the economic development zone to achieve high-quality development.
