Qin Lifang seriously violated the party's organizational discipline, constituting a violation of official duties, and should be dealt with severely. In accordance with the "Regulations on Disciplinary Punishment of the Communist Party of China," the "Supervision Law of the People's Republic of China," and other relevant provisions, and after being studied by the Standing Committee of the Discipline Inspection Commission of Shanxi Province and reported to the Shanxi Provincial CPC Committee for approval, it was decided to give Comrade Qin Lifang the punishment of staying in the party for one year, dismissing him from his post in government affairs, and demoting him to a third-level researcher; he was dismissed from his post as a deputy to the 13th People's Congress of Shanxi Province in accordance with the law, terminated his qualifications as a deputy to the Seventh Party Congress in Jincheng City, and revoked his qualifications as a member of the Seventh CPPCC Committee of Jincheng City.

In April 2018, Cheng Lin, director of the management committee of the Jincheng Economic and Technological Development Zone, received a severe warning from the party for using public funds to give gifts to others. Six months after this punishment, Cheng Lin was transferred to the first secretary of the party committee of the Jincheng City Bureau of Industry and Information Technology (SASAC).
