In order to increase the support of financial capital and empower the development of the real economy, our province has studied and formulated the "Several Opinions on Promoting the Combination of Science and Technology Finance and Strengthening the Financial Services of Science and Technology Enterprises", which guides financial capital to serve science and technology enterprises by innovating financial capital investment methods, and alleviates the financing difficulties and expensive financing problems of science and technology enterprises.
In order to cultivate science and technology enterprises, in recent years, our province has solidly promoted the cultivation and development of high-tech enterprises, and has successively issued the "Implementation Plan for the "Three-year Multiplication Plan" for High-tech Enterprises in Liaoning Province" and the "Implementation Plan for the Gradient Cultivation Project of Private Science and Technology Enterprises in Liaoning Province", forming a gradient cultivation and development path for technology-based small and medium-sized enterprises - high-tech enterprises - gazelle unicorn enterprises.

Data show that in the first half of the year, the province's high-tech zones are expected to have 8678 newly registered enterprises, an increase of 12.5% year-on-year, to achieve public finance budget revenue of 21.27 billion yuan, an increase of more than 17% year-on-year, and to achieve an output value of 189.72 billion yuan for high-tech products, an increase of more than 24% year-on-year.
At the same time, our province has also built Shenyang Hunnan Science and Technology City and Dalian Yinggeshi Science and Technology City with high standards, accelerated the construction of major platforms such as the Shenyang National Research Center for Materials Science and the Energy College of the National University of Science and Technology, and promoted the layout of large scientific devices such as advanced light sources. Provinces and municipalities have jointly built the Dandong Chinese Academy of Sciences Industrial Technology Innovation and Incubation Center and the Liaoning (Dongdaihe) Soil Transplantation and Transformation Center. Implement the special action of green development of the province's high-tech zones, develop digital economy industries, and build a number of characteristic industrial parks such as Anshan Optoelectronics Industrial Park and Jinzhou Big Data Center. Enterprises are the main body of innovation, in order to fully stimulate their innovation vitality, this year, in accordance with the principle of "market mechanism, enterprise leadership, interest drive, government guidance", our province launched the construction of a substantive industry-university-research alliance with enterprises as the "alliance master". Implement the "unveiling of the commander-in-chief" scientific and technological research and the introduction of talents with soil transplantation into the alliance, and truly carry out joint research around the needs of enterprises.
At present, our province has issued the first batch of 200 typical substantive industry-university-research alliances, cultivated 627 industry-university-research alliances of the upgraded category, implemented R&D investment of 3.78 billion yuan, and is expected to achieve an output value of 10 billion yuan after reaching production. The first batch of typical alliances attracted more than 600 enterprises, nearly 500 university research institutes, and more than 40 scientific and technological innovation platforms at or above the provincial level.
At the same time, our province released the first batch of 100 "unveiling the commander-in-chief" list of scientific and technological research projects inside and outside the province, and 98 of them have been successfully unveiled. The total investment in R&D of the project is 2.546 billion yuan, the provincial financial support is arranged for 392 million yuan, and the R&D investment of 2.155 billion yuan is guided by enterprises, and the amplification effect of financial funds is more than 5.5 times.
Talent leads innovation. In order to accelerate the introduction of innovative talents, our province implements the "project + team" talent introduction method, and vigorously attracts scientific and technological innovation talents from outside the province to "transplant with soil" and "kill three eagles with one stone" to introduce projects, teams and technologies. In April this year, the "19th China International Talent Exchange Conference • Liaoning Unveiling and Hanging Commander Science and Technology Fair" was held in Shenyang, and our province released a list of 73 "soil transplantation" projects for the whole country, which promoted 67 technical cooperation intentions between teams inside and outside the province and enterprises in the province, and the turnover of technical contracts reached about 1.32 billion yuan.
In order to promote the transformation of scientific and technological achievements in the province, our province strengthened the docking and matching of scientific research achievements, held a local docking meeting for the transformation of scientific and technological achievements of the Scientific and Technological Research Institute of the Chinese Academy of Sciences in Liaoning, reached 175 cooperation intentions in one week, successfully signed 15 projects, and the amount of intentional cooperation was 206 million yuan and the signed amount was 80.53 million yuan.
