On November 10, US Secretary of State Blinken presided over a video foreign ministers' meeting on the covid-19 pandemic, attended by foreign ministers and heads of international organizations to discuss the fair distribution of vaccines and global health security. Chinese Ambassador to the United States Qin Gang attended the meeting as State Councilor and Foreign Minister Representative of Wang Yi and delivered a speech at the meeting.

Qin Gang pointed out that President Xi Jinping has repeatedly said that vaccines should be regarded as global public goods, put forward the global vaccine cooperation action initiative, called for the promotion of fair distribution of vaccines, fair treatment of various vaccines, and promoted mutual recognition of vaccines according to the WHO emergency use list. At present, China has provided a total of 1.7 billion doses of vaccines and stock solutions, and will exceed 2 billion doses this year. China has supplied more than 70 million doses of vaccines to the COVID-19 Vaccine Implementation Plan (COVAX) and donated US$100 million. We should play an active role in various ways such as donations, commercial procurement, and co-production to maximize the number of vaccines available.

Qin Gang stressed that China firmly supports developing countries in fighting the epidemic, providing a large number of medical supplies, and more than 99% of the vaccines provided to the outside world have arrived in developing countries. President Xi Jinping announced in September that China would donate another 100 million doses of vaccines to developing countries by the end of the year. China has also launched the Belt and Road Vaccine Partnership Initiative with 30 countries and carried out joint vaccine production with 19 developing countries.

Qin Gang said that unity and cooperation are the most powerful weapons to defeat the epidemic. Countries should adopt a scientific attitude and oppose stigma and politicization. Major countries should earnestly shoulder their responsibilities and take the lead in accelerating the delivery of vaccines to low- and middle-income countries and helping them cultivate production capacity.
