After 2003, Liu Jiang successively served in the Nyingchi Prefectural Committee and the Lhasa Municipal Party Committee, and began to serve in the Tibet Autonomous Region Public Security Department in 2009 and the director of the department in 2013. In March 2016, he was promoted to vice chairman of the autonomous regional government, promoted to the rank of deputy minister, and concurrently served as the deputy secretary of the political and legal committee of the regional party committee.
"Political Affairs" noted that before that, there were cases in which the Standing Committee of the Provincial CPC Committee concurrently served as the secretary of the Political and Legal Committee of the Provincial CPC Committee and the director of the Provincial Public Security Department.
