According to the public announcement of the case filing, Shanxi Jinzhong Prison submitted a recommendation for commutation of sentence on August 21, saying that Yang Hong did show repentance during the commutation assessment period, confessed and repented, accepted punishment, had an understanding of his crimes and social harm, could deeply reflect on his crimes and social harm, could self-analyze the causes of crimes, correct bad habits, have a correct attitude of reform and atonement for crimes, and strive to reform himself.

The prison also believes that Yang Hong works as a printer and a study assistant in production labor, can actively participate in labor, abide by labor discipline, has an attendance rate of 100%, and strives to complete his labor tasks.
According to him, Yang Hong received eleven prison commendations and could use 471 points. If there is indeed a manifestation of repentance and meets the conditions for a commutation of sentence, it is recommended that the sentence be reduced to 22 years' imprisonment and the deprivation of political rights to 10 years.
