As a member of the social welfare sector, Ma Jing, a member of the CPPCC Committee of Longhua District of Shenzhen and the director of the Houde Home Care Service Center of Longhua District, has always paid attention to the construction of the medical and nursing service system in the district. In an interview with reporters during the two sessions in Longhua District, she said that Longhua should revitalize existing resources, optimize the combination, and establish a longhua sample of hierarchical medical and nursing integration.
According to the assessment data, 65.17% of the registered elderly are intact, 27.75% are mildly disabled, and 7.08% are moderately disabled. In the future, with the passage of time, there will be more and more elderly people, followed by an increase in the number of elderly people with dementia.
At the same time, the total amount of health resources and per capita occupancy of Longhua District is low, with 2.3 beds per thousand population, far lower than the city's average of 3.5 beds; there are no top three hospitals in the whole district; it is difficult to introduce high-end health talents, and there is a shortage of discipline leaders and middle-aged and young backbones.
Ma Jing introduced that in terms of old-age service facilities, Longhua District has 150 waiting beds for the elderly with public household registration provided by the Shenzhen Welfare Center; in December 2019, Longhua District opened a private pension institution with 800 beds, currently accommodating 50 people; 6 street elderly service centers and 23 community service stations.
"Hospitals mainly provide medical services, and the mode of cooperation with society is relatively single." Ma Jing said that at present, private pension institutions in Longhua District are talking about cooperation with hospitals, but it is more difficult to promote, comprehensive medical services will involve the impact of high costs, and the road of private pension plus public medical care is still very difficult.
To this end, Ma Jing suggested that Longhua District should formulate and introduce a policy system for the integration of medical and nursing care as soon as possible to lay the foundation for the landing of the combination of medical and nursing care. At the same time, we will find out the bottom of the family, formulate a supply-side list, and on this basis, revitalize existing resources, optimize the combination, and establish a hierarchical medical and nursing integration model.
She suggested that the district people's hospital and the central hospital should be the central hub center for medical services, and the private nursing home should be used as the implementation platform to complement each other's advantages and establish a demonstration base for the combination of medical and nursing care. At the same time, we will establish a comprehensive service platform for the integration of medical and nursing care, provide one-stop guidance, technical output, personnel training, supervision and evaluation and other services, and weave a dense medical and nursing integration service network.
