作為一種可描述 Web Services 的 XML 格式，WSDL 1.1 于 2001 年 3 月曾在一份記錄中被建議到 W3C（由Ariba、IBM 以及 Microsoft）。
此記錄還描述了如何結合 SOAP 1.1、HTTP GET/POST 以及 MIME 來使用 WSDL。
W3C WSDL 1.1 僅僅是用于讨論的記錄（NOTE）。此記錄的釋出不代表 W3C 對其任何程度的認可。
第一份工作草案釋出于 2001 年 12月 17 日。
最新的工作草案釋出于 2003 年 6月 11 日。
W3C 的 XML Protocol 工作組目前正在工作于 WSDL 2.0。
Web結構的核心是一台Web 伺服器，它一般由一台獨立的伺服器承擔，資料庫伺服器為資訊管理系統資料庫伺服器，各客戶機資料請求均由Web伺服器送出給資料庫伺服器，再由Web伺服器傳回發給請求的客戶機。
這裡的Web伺服器可設為一個網關，一端接資訊管理系統的内部網，另一端接入企業Intranet，這樣既避免了内部網直接暴露于外部，又使内部都可通路到Web站點。
