Grassroots governance is the cornerstone of the national governance system. Guided by party building, the Taiping Street community adheres to co-construction, co-governance and sharing, and builds a grassroots governance community where everyone is responsible, responsible, and enjoyed, so as to finally realize a new model of grassroots governance with one core and multiple management.
1. Party building leads grid governance and improves the new path of community services
First, in accordance with the principle of "moderate scale, convenient management, and relative stability", the Party Committee of the Taiping Street Community fully implements the general requirements of party building to lead grid governance, steadily promotes the construction of "smart community", scientifically divides the 16 residential communities in the jurisdiction into 12 grids, and equips each grid with 1 grid member to carry out round-the-clock inspections. It realizes that the situation is mastered in the grid, the problem is solved in the grid, the contradiction is resolved in the grid, and the work is promoted in the grid.
The second is to build a new model of red grid governance based on "party building + grid". Since 2020, the Taiping Street Community Party Committee has actively explored a new model of grassroots governance of "branches are built in the community, party groups are set up in buildings, and party members are organized in the grid", and 7 grid party branches and 2 grid party groups have been established in 12 grids. All in-service party members and public officials in the jurisdiction are included in the grid service team, giving full play to the exemplary and leading role of party members and cadres, and realizing a grassroots organization system with full coverage from horizontal to edge and zero distance from vertical to end.
The third is to brighten and enhance the "main position" and strive to be the "backbone". The Taiping Street Community Party Committee effectively integrates the existing resources such as idle houses and property buildings in the community, actively builds a community party and mass service center, builds a main position for party building to lead grassroots governance and a warm home for party members and the masses, and continuously improves the political and service functions of the community party committee. In the event of an emergency, the party members and cadres in the jurisdiction take the initiative to show their identities, responsibilities, and dedication, actively participate in community work, and give full play to the role of the "backbone" in the red grid.
2. Party building leads people's livelihood services and unlocks the "happiness code" of the masses
The first is to listen to the voice of the people, "personalized" service and "know the people's heart". The Party Committee of Taiping Street Community has always adhered to the work concept of "people's livelihood first, people's livelihood first, and people's livelihood first", and in accordance with the work requirements of "three advances and two terms", it regularly organizes party members and cadres to visit children in need, lonely and widowed elderly, disabled people, and families on the verge of subsistence allowance in the jurisdiction. Focusing on the most immediate and urgent issues that the masses are most concerned about, carry out heart-to-heart talks, earnestly grasp their thoughts, thoughts, and hopes, and promptly coordinate with all parties to help solve them.
The second is to solve the difficulties of the people, and "efficient" services are "close to the hearts of the people". The Party Committee of Taiping Street Community has created a "three-office" service system of petition agency, assistant agency, and complaint handling, and innovatively used the four-character work method of "looking, smelling, asking, and cutting" to carry out inspections on a regular basis around daily livelihood problems such as sewage overflow, neighborhood disputes, and property management that are prone to occur in old communities, so as to solve the "worries, worries, and worries" around the masses as the starting point, and be the "intimate person" of the masses.
The third is to get close to the people, and "humanize" the service to "warm the hearts of the people". Relying on the New Era Civilization Practice Station, the Party Committee of Taiping Street Community has set up a professional volunteer service team, and organized residents to actively carry out various forms and colorful theme activities in addition to daily work, so as to effectively enrich the cultural and entertainment life of residents and enhance the people's sense of well-being.
Third, the party building leads to promote harmony, and the unity of the nation is a family
The first is party building + propaganda and guidance, injecting new ideas for national unity. The Party Committee of Taiping Street Community regards forging the sense of community of the Chinese nation as the fundamental principle of its work, and regards General Secretary Xi Jinping's important expositions on ethnic work and the party's ethnic policies and regulations as an important part of theoretical study. Through organizing various theme activities and carrying out a series of activities such as the "Publicity Month of Ethnic Policies and Laws and Regulations", the ideas of "five identities" and "three inseparables" have been deeply rooted in the hearts of the people of all ethnic groups, gathering the people's hearts, wisdom and strength, and consolidating the foundation of ethnic unity among the masses.
The second is the three-character work method of party building + "visiting, teaching, and benefiting" to build a warm bridge of national unity. In order to effectively carry out the work of ethnic unity, the community party committee took the "300 Project" of "listening to the voices of the people, solving the difficulties of the people, and forming relatives with the people" as the carrier, and flexibly used the three-character work method of "visiting, teaching, and benefiting" to continuously consolidate the foundation of people's livelihood with practical actions and deepen the exchanges, exchanges and integration of the people of all ethnic groups.
The third is the party building + Huimin project, focusing on the new development of ethnic work. In order to promote the integration and development of the lighting and upgrading of the living environment and the work of national unity and progress in the jurisdiction, under the high promotion of the district party committee and the district government, 13 communities in the jurisdiction have gradually carried out the transformation of old communities, and the transformed communities are more peaceful, better quality and more warm. At the same time, the sewer pipe network of Niujie has been renovated to solve the problem of "difficulty in entering the water" of Niujie for many years. And in 2024, we will further promote the "Warmth Project", which has consolidated the work of national unity and progress.
