In recent years, all localities and departments in the province have resolutely implemented the deployment of the Provincial Party Committee and the Provincial Government, comprehensively promoted the work of combating and governing telecommunications network fraud, and vigorously promoted the implementation of measures to combat and control telecommunications. The public security organs have given full play to their role as the main force in the fight against crime, continued to carry out special operations such as "Cloud Sword", "Broken Card" and "Broken Flow", strengthened special projects, regional battles, cluster campaigns, and outbound strikes, and continuously set off a new upsurge in the fight against telecommunications network fraud, and achieved remarkable results. In 2023, the number of telecommunications network fraud cases and the number of public losses in the province will decrease by 12.84% and 11.49% year-on-year respectively, and 210 million yuan of defrauded funds will be returned, and 3.352 million people suspected of being defrauded will be dissuaded, directly avoiding economic losses of 601 million yuan.

According to reports, there are three main types of telecommunications network fraud in our province this year: First, rebate fraud. Modus operandi: The first step: Drainage in the early stage, through text messages, websites, social software, short video platforms and other channels to publish part-time advertisements to recruit "swipers", "likers", "promoters", etc., and pull them into group chats, or use free small household appliances and free skills training as a guise to pull people to build groups. Step 2: Small rebate, after joining the group, let the victim complete tasks such as swiping orders, following official accounts, liking and commenting on short videos, and brushing fans, and issue small commissions to gain the victim's trust. Step 3: Carry out fraud, arrange for "childcare" to spread screenshots of their high commissions in the group, and lure victims to download fake swiping apps to do "advanced tasks" with "more recharges, more orders, and more rebates" as bait, and trick victims into increasing investment and defrauding more funds under various excuses such as "task is not completed", "card order", "abnormal operation, account frozen" and other excuses, until the victim realizes that he has been cheated. The second is fake shopping service fraud. Modus operandi: Step 1: Find your target. Advertisements such as low-price discounts, overseas purchasing agents, and 0 yuan shopping are published in WeChat groups, circle of friends, online shopping platforms, or other websites, or advertisements that can provide special services such as essay writing, private detectives, and tracking and positioning. Step 2: Fictitious transactions. After getting in touch with the victim, the victim is induced to add friends through WeChat, QQ or other social software to discuss, and then request a private transfer on the grounds that the private transaction can save fees or is more convenient. Step 3: Fact Scam. After the victim makes the payment, the victim is tricked into continuing to transfer and remit money on the grounds of paying customs duties, deposits, transaction taxes, handling fees, etc., and the victim is blacked out afterwards. The third is fake online investment and wealth management fraud. Modus operandi: Step 1: Find a target, pull the victim into the so-called "investment" group chat, and then pretend to be an investment mentor or financial advisor to send fake news of investment success or "live class" to deceive the victim's trust; or through the dating platform to determine the marriage and love relationship with the victim, and then deceive the victim into trusting the victim on the grounds that there are special resources, loopholes in the platform, etc., which can obtain high financial returns. Step 2: Instigating investment, entrusting the victim to manage the fake investment platform account on behalf of the victim, and operating according to the instructions of the "mentor", the scammer will share the screenshot of the fake withdrawal with the victim by modifying the background data to lure the victim to open an account for investment. Step 3: Carry out fraud, test the water and give rebates to the victim's small investment in the early stage, once the victim increases the capital investment, there will be a situation where the victim will not be able to withdraw, and the victim will be kicked out of the group chat and blocked.

The public security organs reminded that to prevent telecommunication network fraud, it is necessary to resolutely achieve "three nos and one more", that is: do not click on unknown links, do not trust strange calls, do not disclose personal information, and verify transfers and remittances. Make good use of the "7 major anti-fraud weapons" and guard your "money bag".

In recent years, the Ministry of Public Security, together with the Ministry of Industry and Information Technology and the People's Bank of China, has continued to deepen the work of cracking down on illegal and criminal telecommunications network fraud, comprehensively adopted a variety of preventive measures to prevent the occurrence of cases to the greatest extent and reduce the loss of people's property, and jointly launched the National Anti-Fraud Center APP, the 96110 early warning and dissuasion special line, the 12381 fraud early warning and dissuasion SMS system, the national mobile phone card "one-card check", the Cloud Quick Pass APP "one-click card check", anti-fraud business cards, and national Internet accounts. Anti-fraud weapons such as One-Card Investigation 2.0 have built a "firewall" against fraud and anti-fraud for the people.

1. National Anti-Fraud Center APP

Launched on March 15, 2021, it is an official mobile phone anti-fraud protection software, with functions such as early warning and dissuasion prompts, quick reporting of fraud clues, remote identity account verification, and anti-fraud and anti-fraud knowledge introduction. You can search, install and register in the mobile phone software store, and you can use the call warning function after completing your personal information.

2. 96110 early warning and dissuasion line

This special line is a special number for anti-telecom network fraud, which has the functions of early warning and dissuasion, anti-fraud consultation, and fraud reporting. Since its official launch on November 8, 2019, public security organs in 29 provinces, autonomous regions and municipalities across the country have opened the line. If you receive an early warning call from this number, please answer it in time, patiently listen to the dissuasion tips of the police, and avoid being deceived.

3. 12381 fraud warning discourage text messages

On July 14, 2021, the Ministry of Industry and Information Technology (MIIT) and the Ministry of Public Security (MPS) launched the 12381 Fraud Early Warning and Dissuasion SMS System, which can provide real-time warnings to potential fraud victim users. When receiving a 12381 fraud warning dissuasion SMS, first confirm whether the SMS sending number is 12381, and secondly, check the tail number of the fraud number in the 12381 early warning SMS, and stop the call or SMS behavior with it in time. Special emphasis: 12381 early warning SMS does not contain any links, WeChat, QQ numbers, other phone numbers, etc., and there is no need for any reply or callback. 4. National mobile phone card "one card check"

The Ministry of Industry and Information Technology launched the national mobile phone card "one card check" service, the masses only need to use their resident ID number, you can check the number of national mobile phone cards held under your name through online and offline channels, and the dedicated SMS port 10699000 will feedback the query results to the reserved mobile phone number within 48 hours, realizing the unified and convenient query of the national mobile phone card.

5. UnionPay APP "One-click Card Check"

The People's Bank of China (PBoC) has instructed China UnionPay and Commercial Bank to launch a "one-click card check" service to provide the public with bank card information inquiry services, so as to facilitate the masses to grasp the bank card information under their personal names and strengthen their own bank card management on the premise of ensuring information security. Since the pilot launch of the "one-click card check" function, it has covered 196 commercial banks across the country, including 18 national banks and 178 regional banks. 6. Anti-fraud business cards

The Ministry of Public Security and the Ministry of Industry and Information Technology jointly organized China Unicom, China Telecom, and China Mobile to launch the "Anti-Fraud Business Card" to mark and remind the anti-fraud early warning and dissuasion phone numbers of public security organs at all levels, so as to help the masses effectively identify the source of calls and improve the connection rate and success rate of early warning and dissuasion calls. 7. National Internet account "One Card Search" 2.0

In 2022, the Ministry of Industry and Information Technology (MIIT) launched the "One Card Check 2.0" service, which is a national Internet account "One Card Check 2.0". With the last six digits of the mobile phone number and ID number, users can query the number of Internet accounts associated with the mobile phone number under their name. When a user's inquiry is inconsistent with what they have learned, they may promptly unbind the account in accordance with the internet enterprise's official unbinding handling mechanism, and promptly block the risk of fraud caused by the registration of an internet account other than the user. Users can enter the inquiry portal through the Ministry of Industry and Information Technology's government WeChat account "Gongxin Weibao" and "Ministry of Industry and Information Technology's Anti-Fraud Special Team", "China Academy of Information and Communications Technology" WeChat official account, and Alipay's "One Card Inspection" applet.
