The above-mentioned notice said that in order to maintain the order of railway passenger transportation, protect the legitimate rights and interests of passengers, and establish a fair and just market environment for railway passenger transportation, in accordance with the Civil Code of the People's Republic of China, the Law of the People's Republic of China on the Protection of Consumer Rights and Interests, the Railway Law of the People's Republic of China, the Regulations on railway safety management, and other laws and administrative regulations, the State Railway Administration revised and formed the Railway Passenger Transport Regulations (Draft for Solicitation of Comments) on the basis of the former Ministry of Railways' Railway Passenger Transport Regulations (Railway Transport [1997] No. 101). Nandu reporter noted that Article 29 of the Draft for Comments mentions that for "those who take a bus without a ticket, do not get off the bus at the ticket station to continue to ride, hold a ticket for a low-grade seat to take a high-grade seat, or take a ticket that does not meet the preferential or preferential conditions; those who refuse to pay the fare that should be paid; those who do not accept security inspections; those whose identity information recorded in the ticket is inconsistent with the identity card or real identity they hold; and in accordance with the laws, administrative regulations, and relevant provisions of the state for the prevention and treatment of infectious diseases, isolation management shall be implemented." Serious mental disorders and drunkenness, which are not suitable for boarding alone and unattended; disturb the order of stations and trains, endanger the safety of trains or the personal safety of other passengers and staff of railway transport enterprises", and railway transport enterprises may refuse transportation.

At that time, a number of netizens posted that they had purchased tickets, but they could not get on the train with tickets at the Zibo Railway Station in Shandong Province, and the staff told them that the train had been seriously overcrowded, and "it was really impossible to get on the train", and they could handle a full refund for them. Almost at the same time, many passengers at Nanjing Railway Station also encountered the same problem, and "buying short rides and long rides" immediately attracted attention.

In response to this matter, the person in charge of the relevant department of the China Railway Corporation explained that taking the 5022 train from Qingdao to Caoxian as an example, 12 stations such as Gaomi, Weifang, Zibo, Jinan, Taishan, heze and so on were set up along the way, and the demand for short-distance travel along the line during the "May Day" period was strong, so the railway department in addition to selling long-distance tickets also sold short-distance tickets for the sub-section.

The person in charge apologized for this, saying that in the future, it will strengthen the transportation capacity of some transportation capacity shortage sections, strengthen publicity guidance and order control, and discuss with relevant departments to increase the content of integrity records. Guide the majority of passengers to take the train according to the number, section and seat number indicated on the ticket face, do not "buy short rides and long rides", cross the station to get on the train, affect the order of train operation and subsequent passenger travel.
