According to Liaoyang Daily, on August 11, the Standing Committee of the 16th Municipal People's Congress held its 34th meeting. The meeting deliberated and passed the "Motion on Requesting the Appointment of Comrade Bai Ying to the Post," the "Decision of the Standing Committee of the Liaoyang Municipal People's Congress on Accepting Comrade Wang Yibing's Request to Resign as Mayor of the Liaoyang Municipal People's Government," and the "Decision of the Standing Committee of the Liaoyang Municipal People's Congress on Comrade Bai Ying's Appointment as acting mayor of the Liaoyang Municipal People's Government." The meeting appointed Bai Ying as vice mayor and acting mayor of Liaoyang Municipal People's Government.
Bai Ying was appointed deputy secretary of the Tieling Municipal Party Committee in April this year, and has since served as the acting mayor of Liaoyang.

Public information shows that Bai Ying was born in March 1969, began working in August 1990, and joined the Communist Party of China in June 1997.
She has worked in Fushun City for a long time, serving as the governor and secretary of the county party committee of Fushun County, and in 2016, she was transferred to the Standing Committee of the Tieling Municipal Party Committee and the director of the United Front Work Department, and later served as the head of the discipline inspection team of the General Office of the Liaoning Provincial Discipline Inspection Commission in Liaoning Province.
In September 2018, Bai Ying was transferred to the Standing Committee of the Benxi Municipal Party Committee, the Secretary of the Municipal Discipline Inspection Commission, the Acting Director of the Benxi Municipal Supervision Commission, and was elected as the Director of the Benxi Municipal Supervision Commission in January 2019.
On April 2 this year, the Organization Department of the Liaoning Provincial Party Committee issued a public announcement before the appointment of cadres, among whom Bai Ying, then member of the Standing Committee of the Benxi Municipal Party Committee, secretary of the Municipal Discipline Inspection Commission, and director of the Municipal Supervision Commission, planned to serve as a member, standing committee member and deputy secretary of the Tieling Municipal Party Committee.
After the public announcement before his appointment was passed, Bai Ying returned to Tieling, where he had worked, and served as the deputy secretary of the municipal party committee.
On July 29 this year, the Organization Department of the Liaoning Provincial Party Committee announced again that Bai Ying, then deputy secretary of the Tieling Municipal Party Committee, intended to be a member, standing committee member and deputy secretary of the Liaoyang Municipal Party Committee, and nominated as a candidate for mayor of Liaoyang City.
On August 11, Bai Ying became the acting mayor of Liaoyang.
Wang Yibing, who stepped down as the mayor of Liaoyang, was born in January 1964 and served in Shenyang for a long time, and was transferred from the secretary of the Hunnan District Party Committee of Shenyang City to the deputy secretary and mayor of Liaoyang Municipal Party Committee in 2018.
