The research team successively went to the relocation and resettlement area for poverty alleviation in Oujiawan, the East Ring Road overpass of Huancheng Road, the Zhuti Cultural Park, the business hall of Ludian Power Supply Bureau, the pedestrian street, the civil servant community, and the county cultural square to conduct field research on the creation of civilized cities.

Li Weidong stressed: Civilized cities are cities that hold high socialism with Chinese characteristics, cities in which material civilization and spiritual civilization develop in a coordinated manner, cities in which the quality and degree of civilization of citizens have been significantly improved, and cities with firm beliefs, reverence for virtue and goodness, thick culture, harmony and livability, and satisfaction of the people.
