Ma'anshan Bowang District: Innovative exploration of a new path for the integration of social governance in interprovincial adjacent areas

Bowang District is located in the easternmost part of Ma'anshan City, bordering Jiangning, Lishui and Gaochun Districts in Jiangsu Province, and is an important gateway of Anhui Province to the developed areas of the Yangtze River Delta such as Jiangsu, Zhejiang and Shanghai. Jiangning District and Bowang District are adjacent to each other, similar in culture and economic integration, Danyang Town in Bowang District and Danyang Community in Hengxi Street, Jiangning District belong to Danyang Ancient Town, because a 1 meter wide street belongs to Jiangsu and Anhui, and the administrative division barrier causes contradictions and problems in the coordination of administrative management in the adjacent areas of the inter-provincial border. In order to solve this contradiction and problem, the public security police stations of the two places launched an attempt at social governance in interprovincial adjacent areas in 2016, explored the establishment of a "two provinces and one street police office" in the Anhui and Suzhou Provinces, and strengthened police cooperation in social security and floating population.

In line with the general trend of integrated development of the Yangtze River Delta, since 2020, the two places have focused on the four major areas of "policing, justice, administrative law enforcement and emergency response", signed a series of cooperation agreements, and built a basic framework for the integration of social governance cooperation in Ningbo, and in October of the same year, jointly formulated the "Five-Year Plan for the Integrated Development of Jiangning-Bowang Social Governance", which drew a blueprint for the integration of social governance cooperation in Ningbo in the next five years. At present, the two places have conscientiously implemented the five-year plan and continued to deepen the integration of social governance cooperation.

Police cooperation - "two provinces and one street police office" to create a new model of inter-provincial police cooperation

At the end of 2016, the Anhui and Suzhou "two provinces and one street police office" was set up, and since it was put into use, a total of 427 police cases have been handled, 206 inter-provincial contradictions and disputes have been mediated, 1 case of inter-provincial casino opening, 1 case of inter-provincial extraordinarily large theft, and 1 illegal assembly point has been assisted in the investigation and handling of 1, which has effectively maintained the social order of inter-provincial adjacent areas and has been fully affirmed by the relevant provincial leaders. In 2020, the two places signed the "Two Provinces and One Street Police Room" File Upgrading Project Cooperation Framework Agreement" and planned to build the "Two Provinces and One Street" Police Office in Anhui and Suzhou into a comprehensive police station with police situation handling, dispute resolution, community policing, comprehensive command and dispatch, etc., and the new police office is expected to be put into use by the end of 2021.

Judicial cooperation - "Ningbo Cross-border Integrated Public Legal Service Center and Shiushu Ecological Environment Inspection Alliance" have become highlights

In May 2021, the Jiangning and Bowang District Bureau of Justice signed the "Jiangning-Bowang Judicial Administration Integration Strategic Cooperation Agreement", officially launched the Ningbo Cross-border Integration Public Legal Service Center, and established the Ningbo Cross-border Integration United People's Mediation Committee. Since its inception, it has provided a total of 258 legal consultations to the masses of the two places, provided 23 people with notarization and legal aid, and mediated 40 cases of various contradictions. In view of the actual situation highlighted by the pollution problems and illegal fishing problems of Shiusu Lake, the four boundary lakes and "important wetlands in Asia", in May 2021, the procuratorial organs of Bowang District and Dangtu County of Ma'anshan City, Lishui District and Gaochun District of Nanjing City signed the "Opinions on establishing a Cross-regional Procuratorial Alliance for the Ecological Environment and Resource Protection of Shiushu Lake", and since the establishment of the alliance, it has carried out many activities such as breeding and stocking. In addition, the courts and procuratorates of the two places have also signed agreements such as the Agreement on the Integrated Judicial Cooperation Mechanism of Ningbo. In the next step, the two places will also promote the establishment of courts and joint procuratorial offices in the integrated demonstration zone, and truly realize the judicial 'same city'.

Administrative law enforcement cooperation - take the lead in establishing an integrated cooperation mechanism for ecological and environmental protection

In October 2019, the three districts and one county of the two provinces of Anhui and suzhou jointly signed the "Framework Agreement on Cooperation in the Ecological And Environmental Protection of Shiusu Lake" to realize the joint prevention and joint management of Shiushu Lake in Anhui and Suzhou provinces, and after efforts, the water quality of Shiusu Lake is generally stable in three categories, and the number of animals and plants in the lake has been restored and increased. In 2020, the two places signed the Framework Agreement on Ecological and Environmental Protection Integration - Ecological Joint Prevention and Joint Governance Cooperation and the Framework Agreement on Ecological and Environmental Protection Integration - Comprehensive Management of Danyang River Transboundary Watersheds, establishing a joint law enforcement cooperation mechanism. Subsequently, on the basis of ecological and environmental protection cooperation, the two places will gradually establish a joint law enforcement mechanism in the fields of urban management, market supervision, traffic management, and intellectual property protection.

Cooperation mechanisms such as emergency response cooperation - Suwan epidemic prevention and control continue to play a role

In order to jointly protect the Hengshan Forest located in the junction area, the two places have established a forest fire prevention cooperation mechanism, which has played an important role in responding to emergencies such as major fires. After the outbreak of the new crown epidemic in 2020, the two places set up a joint checkpoint between the Anhui and the Soviet Union in the border area. In July this year, after the outbreak of the epidemic at Lukou Airport in Jiangning District, which is only 20 kilometers away from Bowang District, the normalized epidemic prevention and control coordination mechanism between the two places continued to play an active role, checking 26,738 vehicles, 58,805 personnel, and persuading 653 vehicles and 2,052 personnel to return, successfully blocking the epidemic outside the boundaries of Anhui Province. In the next step, on the basis of experience in epidemic prevention and control and forest fire prevention, the two places will further promote the establishment of more emergency response cooperation mechanisms in flood prevention and disaster relief, prevention and control of major diseases, etc
