With the study and consent of the Municipal Party Committee, the relevant matters concerning the adjustment of the living subsidy policy for fresh graduates with high academic qualifications in Hangzhou are hereby announced as follows:

1. Adjust the way of distributing subsistence allowances. Starting from October 15, 2021 (inclusive), all applicants for the living allowance for fresh graduates with high academic qualifications will be issued in two installments, with 50% of the total amount of the subsidy issued each time. Meet the basic requirements for applying, and pay the first subsidy for 6 consecutive months (excluding supplementary payment) in Hangzhou, and the second subsidy for 12 months for continuous insurance (excluding supplementary payment). Specific application guidelines will be published separately.

2. Adjust the living allowance standards for doctoral students. For doctoral students whose graduation time is after October 15, 2021 (inclusive), the living allowance standard will be adjusted from 50,000 yuan to 100,000 yuan.

3. Those who apply for living allowance before October 14, 2021 (inclusive) will still be implemented in accordance with the current policy.

All applicants and applicants are requested to make corresponding preparations according to the actual situation and handle relevant procedures in a timely manner.

With the study and consent of the Municipal Party Committee, the relevant matters related to the adjustment of the settlement policy for Hangzhou University graduates are hereby announced as follows:

From October 15, 2021 (inclusive), the settlement policy will be adjusted to those with a full-time undergraduate degree or above in ordinary colleges and universities (undergraduate under 45 years old, excluding 45 years old; master's degree under 50 years old, excluding 50 years old), who have implemented a work unit in Hangzhou city and have the employer pay social security normally can settle in Hangzhou City;

Full-time doctoral students in ordinary universities (under 55 years old, excluding 55 years old) can enjoy the "settle down first, then employment" policy.
