Excellent teacher specialty: the same package distribution, free learning
On August 3, 2021, the Ministry of Education and nine other departments issued the "Targeted Training Plan for Outstanding Teachers in Underdeveloped Areas in the Central and Western Regions".
From 2021 onwards, the normal universities directly under the Ministry of Education and local normal colleges and universities will adopt a targeted approach to train about 10,000 teacher training students every year for primary and secondary schools in 832 poverty-alleviated counties (formerly concentrated contiguous counties in extremely poor areas and key counties of the national poverty alleviation and development work) and land border counties in the central and western regions (hereinafter collectively referred to as targeted counties), improving the quality of primary and secondary school teachers in underdeveloped areas in the central and western regions from the source, and cultivating a large number of outstanding teachers. Therefore, the special project for excellent teachers is a special plan for the targeted training of outstanding teachers in underdeveloped areas in the central and western regions.
Excellent division special projects are divided into national excellent division special projects and local excellent division special projects. The national excellent teacher special project is trained by the normal universities directly under the Ministry of Education (Beijing Normal University, Northeast Normal University, East China Normal University, Central China Normal University, Southwest University, Shaanxi Normal University); the enrollment institutions of the local excellent teacher special project are mainly undergraduate-level normal colleges determined by the provincial education administrative departments in the central and western regions, and according to the requirements of the targeted counties, they train primary and secondary school teachers of different types and different school segments, including general education and vocational education.
Admissions admissions
Candidates who apply for the Excellent Teacher Program must participate in the national unified college entrance examination in that year and be admitted in the undergraduate early batch.
After admission and before obtaining the admission notice, the national special teacher training students must sign an agreement with the training school and the provincial education administrative department and the rural revitalization work department of the province where the student originates, and promise to teach for not less than 6 years in the primary and secondary schools in the province where the student originates after graduation. For admitted students who refuse to sign the agreement, the relevant colleges and universities shall cancel their special admission qualifications for excellent teachers. After the national special teacher training students are admitted, the household registration remains in the original household registration location, and after graduation, they can move to the area where the targeted employment is located in accordance with the relevant regulations.
Local special teacher training students shall be coordinated by the provincial education administrative department and shall do a good job of signing relevant agreements before enrolling. Candidates must participate in the national unified college entrance examination of that year, and when admitted, they will be listed separately and separately marked, and they will be admitted in the undergraduate early batch.
Employment management
After graduation, the teacher training students of the Excellent Teacher Program must go to the primary and secondary schools in the directional county to perform their teaching duties and teach according to the agreement.
The employment of national excellent teacher special teacher training students is managed by the provincial education administrative department, and the relevant prefecture and municipal and targeted county education administrative departments, together with the human resources and social security departments, in accordance with the requirements of the open recruitment system for new recruits in public institutions, are responsible for organizing the employing schools and the excellent teacher training students to carry out special recruitment within the scope of the demand positions, and effectively implement the teaching schools and posts for the graduates of the excellent teacher program through two-way selection and other methods, sign employment contracts, and implement contract management. Where special teacher training students of national excellent teachers fail to perform in accordance with provisions, they bear corresponding responsibilities in accordance with the agreement, and records of breach of contract are included in personnel files, and are to be included in the social credit system in accordance with laws and regulations.
Local special teacher training students shall carry out employment management in accordance with the agreement.
Advantage benefits
Both special teachers and publicly-funded teacher training students enjoy "two exemptions and one supplement" - tuition fees are waived during their studies at the school, accommodation fees are waived, and living expenses are subsidized. This is still attractive to students with poor family economic conditions.
After graduation, the relevant departments will implement the teaching school for each graduate and ensure that there are posts.
Teachers who are rated as outstanding teacher training students are awarded scholarships, and priority is given to some visits and exchanges and some knowledge competitions.
The difference between publicly-funded teacher training students and excellent teacher special projects
Employment varies by region. The employment place of publicly-funded teacher training students is employment in the province of origin, while the excellent teacher program is to teach in the primary and secondary schools in the targeted county of the province where the students are located. That is to say, one is not oriented, one is directed.
Teacher qualification certificate. Publicly-funded teacher training students who need to participate in the teacher qualification certificate examination and fail to obtain the corresponding academic degree certificate and teacher qualification certificate within the prescribed time shall be treated as a breach of contract; the excellent teacher program does not have to participate in the national primary and secondary school teacher qualification examination, that is, it is determined to have obtained the qualification of primary and secondary school teachers.
Liability for Breach of Contract. If a publicly-funded teacher training student fails to engage in primary and secondary education work in accordance with the agreement, he or she shall refund the publicly-funded education fees he has enjoyed and pay a penalty for liquidated damages. Where the national excellent teacher special teacher training students fail to perform the contract in accordance with the provisions, they shall bear corresponding responsibilities in accordance with the agreement, and the records of breach of contract shall be included in the personnel file and included in the social credit system, and the local excellent teacher special teacher training students shall be handled in accordance with the agreement.
