During the Spring and Autumn Period, Zou Mugong, the ruler of the State of Zou, issued an order: his courtiers and people were required to use grain to feed birds, and not to use corn.
After the order was issued, there was no grain in the official warehouse at that time, and the courtiers had to exchange with the people, and two stones of corn could be exchanged for one stone of grain.
The people who handled the work thought it was a waste and asked for permission to feed the birds with corn. Mu Gong replied, "Go away, this is not something you can understand!"
"The common people fed their cattle to plough the fields, and went to the fields to hoe the grass on their backs, and were industrious and not lazy, was this for the sake of birds and beasts?
"This corn is man's superior food, so how can it be used to feed the birds?" Besides, you only know how to make small calculations, but you don't know how to calculate big accounts. As the saying goes: Isn't everything that leaks out of the bag still in the warehouse?
"Haven't you heard of it?" The monarch is the parent of all sexes. Take out the corn in the official warehouse and convert it to the common people, isn't this still my corn? If the birds had eaten those grains, they would no longer have wasted the corn of the Zou kingdom. And what is the difference between storing these corn in the official warehouse and storing it in the homes of ordinary people? ”

Exchanging two stones of corn for a stone of grain to feed the birds may not seem cost-effective at first, but through Zou Mugong's explanation, it feels very reasonable.
Zou Mugong's understanding of "leaking in the pocket" comes from the understanding and love of the working people at the bottom, and it is to view and deal with problems with a high sense of responsibility of the people's parents.
