According to the public resume, Zhang Yuguang was born in March 1968 and has been in Xinzhou. He has been working in Baode County before, and has served as the deputy director of the Inspection Office of the Baode County Party Committee, the mayor of Yaowa Township, and the secretary of the township party committee. In 2003, Zhang Yuguang became a member of the Standing Committee of the Baode County CPC Committee and concurrently served as the director of the office of the county party committee for 4 years, and in 2007, he was transferred to the executive deputy county governor of the county government.
