At 2:30 p.m. on the 17th, according to the predetermined plan, Tang Aimin, chairman of the township people's congress, launched a mobilization before the battle. With the order of the commander-in-chief, the drill officially began, and the leaders of each group quickly led the personnel of each group to the designated position to make preparations for reservoir flood discharge and emergency rescue. The drill simulated the situation of emergency rescue on the inner slope and emergency rescue on the outer slope, and the rescue team members quickly carried sandbags to block, raised the dam of the reservoir, and transferred the affected people.
