On April 7, 1990, Deng Xiaoping met with Xie Guomin, chairman of Thailand's CP. At that meeting, Deng Xiaoping said that "China can only achieve stability and development if it practices socialism and achieves common prosperity."
Deng Xiaoping said: "We must concentrate our efforts on the four modernizations and focus on rejuvenating the Chinese nation." Without the four modernizations, the Chinese would not have their rightful place in the world. Only socialism can have cohesion, only socialism can solve everyone's difficulties, only socialism can avoid polarization, and only socialism can gradually achieve common prosperity."
Deng Xiaoping said this earnestly, and he pointed out: "If only 10 million people in China are rich and more than 1 billion people are still poor, how can we solve the problem of stability?" I have to say that Comrade Deng Xiaoping was farsighted, and the whole party believed that Deng Xiaoping was the chief architect of China's reform and opening up, and that the first thing he thought of when designing the road to China's socialist modernization was the problem of poverty, that is, the problem of stability.
How can the problem of stability be solved? Comrade Xiaoping has a very realistic attitude. He said: We allow differences to exist, and we will not be able to develop the economy by practicing egalitarianism as we did in the past, but we must achieve common prosperity when the economy develops to a certain extent. What we want is common prosperity, so that society will be stable, and only when society is stable can the economy develop greatly. Now that the coastal areas have developed first, it is necessary to pay attention to the development of the hinterland to a certain extent, otherwise there will be no social stability.
Comrade Xiaoping repeatedly stressed that China's situation is very special, and even if 51 percent of the people become rich first, and 49 percent of the people, or more than 600 million people, are still living in poverty, there will be no stability. It is not feasible for China to engage in capitalism, and only by practicing socialism and achieving common prosperity can society develop and stabilize.
One of the meanings of socialism is common prosperity. Adhering to the four cardinal principles and reform and opening up are interdependent, and without the four insistences there will be no stability, and reform and opening up will be empty. Comrade Xiaoping's remarks were later compiled into an article called "Rejuvenating the Chinese Nation," which was included in the third volume of "Selected Works of Deng Xiaoping."
