Today, the special investigation team is the investigator of the fraud case of former "president" Chen Shui-bian, who regards the special investigation team as a "sworn enemy." What is surprising, however, is that the special investigation group itself was established when Chen Shui-bian was "president," and the eight procurators of the current special investigation group were all appointed by Chief Procurator Chen Congming when Chen Shui-bian was "president," and Chief Procurator Chen Congming was also appointed by Chen Shui-bian during his term of office. In other words, after the change of power in Taiwan on May 20, 2008, the ruling Kuomintang did not remove the "chief prosecutor" of the DPP-era or the prosecutor of the DPP-era special investigation team. The fact that the special investigation group set up by Chen Shui-bian in those years sent Chen Shui-bian to a prison cell not only shows the impartiality of the special investigation group, but also shows the great irony of Chen Shui-bian.

The Special Investigation Unit was officially established on 12 April 2007. The predecessor of the Special Investigation Unit was the "Black Gold Investigation Operation Center". This center was established in 2000 after Chen Shui-bian came to power. At that time, Chen Shui-bian had just come to power, and he wanted to give the impression that the Taiwan people would resolutely fight corruption. To be sure, as a result of the KMT's long stay in power, the corruption of officialdom has become increasingly serious, especially during the period when Lee Teng-hui was in power, black money was rampant and corruption increased sharply. At that time, Chen Shui-bian appeared as an anti-corruption hero and constantly exposed the corruption of the Kuomintang, just as Qiu Yi today exposed the corruption of the Democratic Progressive Party (DPP). It is precisely for this reason that on 20 May 2000, in his inaugural speech as "president," Chen Shui-bian declared that "sweeping away black money" would be the primary goal of the new administration. He asked the "Ministry of Justice" to make "sweeping away black money" the first priority policy. Chen Shui-bian proposed the establishment of an "action center for the investigation of criminal syndicates" in order to sweep away criminal politics and eliminate corruption in officialdom.

However, at that time, the "Anti-Crime Operations Centre" was only a task force, and the High Court Public Prosecutor's Office assigned several prosecutors to carry out the investigation of criminal activities, which often made it difficult to investigate corrupt senior officials because of their lack of power. As a result, many "legislators" and people in the legal circles suggested that the "Operations Center for the Investigation of Illegal Money" should be given greater independence and greater powers by referring to the independent prosecutors of the United States and Japan's "Special Investigation Department." Therefore, with the nod and approval of Chen Shui-bian's "Presidential Office," they set about setting up a special investigation group, that is, a special investigation group. At that time, it was stipulated that the special investigation team would be directly subordinate to the "chief prosecutor," who would be nominated by the "president" and appointed with the consent of the Legislative Yuan. When this plan was submitted to the "Legislative Yuan" for trial, the DPP caucus in the "Legislative Yuan" initially expressed reservations, but after Chen Shui-bian appointed Ma Yongcheng, "acting secretary general of the Presidential Office," to explain it, the DPP caucus expressed its agreement to the legislation of the case. Although the "Minister of Justice" had planned to transfer other procurators to join the special investigation team, no one responded, so the special investigation team still has eight members, namely Chen Yunnan, Zhu Chaoliang, Wu Wenzhong, Shen Minglun, Zhou Shiyu, Li Hailong, Lin Zhenhui, and Yue Fangru, known as the "Eight King Kongs."

Among these eight people, "Procurator General" Chen Congming appointed Chen Yunnan as director. Chen Yunnan was formerly a counselor of the "Ministry of Justice". Chen Yunnan is also the spokesman of the special investigation team. Chen Yunnan is cautious in his words and deeds, and as a press spokesman, he often cherishes his words like gold. His mantra is "inconvenient to disclose". Indeed, for major cases that are under investigation, many issues are "inconvenient to disclose". Someone gave an example: A reporter asked Chen Yunnan if he had an interview with Wu Jingmao today? Chen Yunnan said no, who did you listen to? The reporter said that we had just taken a picture. Chen Yunnan said, oh, then there is.

In addition to Chen Yunnan, Zhu Chaoliang and Wu Wenzhong are all senior prosecutors. Zhu Chaoliang investigated the 19 March shooting case that caused a sensation in Taiwan, and the shooting of DPP "presidential" and "vice presidential" candidates Chen Shui-bian and Annette Lu on 19 March 2004 led to a major reversal in the "presidential" general election the next day, with Lien Chan and James Soong, the leading "presidential" and "vice presidential" candidates in the blue camp, losing to the DPP's "presidential" and "vice presidential" candidates Chen Shui-bian and Annette Lu, thus enabling the DPP to remain in power. Wu Wenzhong, on the other hand, once investigated the Kaohsiung MRT fraud case and summoned Xie Changting, who used to be the mayor of Kaohsiung, four times. After Zhu Chaoliang joined the special investigation group, he coordinated the investigation work of the whole group and played the role of chief planner.

Shen Minglun and Zhou Shiyu, the prosecutors of the special investigation team, are "masters of checking accounts" and are good at investigating major economic cases. Procurators Li Hailong and Lin Zhenhui are also experts in investigating and handling major economic cases. Female prosecutor Yue Fangru is known as the "Iron Lady of Justice", who dares to stand up to and rush, and has a good foreign language, which is convenient for investigating overseas accounts.

The special investigation team emphasizes "handling cases independently and impartially" and "without color". However, from the very beginning of its establishment, the Special Investigation Unit became a point of contention. As everyone knows, there is a serious antagonism between blue and green in Taiwan's political arena, and the senior officials of the special investigation team have been criticized by the green camp, and the senior officials of the blue camp have been criticized by the blue camp. Some people commented that in Taiwan, the blue camp is in favor of the green camp, and the green camp is in favor of the blue camp and the blue camp is opposed, but the special investigation team is unanimously opposed by the blue and green.

In addition, in the more than a year from its establishment on April 12, 2007 to Ma Ying-jeou's coming to power on May 20, 2008, the special investigation team achieved mediocre results. Many people in the Green Camp accused Ma Ying-jeou of "manipulating" the special investigation team, which formed a tool for the Kuomintang to reorganize the "former head of state." There were even people in the green camp who cursed the special investigation team as the fascist "Gestapo".

On September 16, 2008, Chen Yunnan, spokesman of the special investigation team, led the prosecutors of the special investigation team, Zhu Chaoliang, Wu Wenzhong, Li Hailong, Yue Fangru, Lin Zhenhui, Shen Minglun, and Zhou Shiyu, to hold a rare press conference in a row, announcing that the investigation of the "confidential fee" case and the overseas money laundering case of the Bian family was expected to be concluded by the end of the year, giving a clear explanation to the outside world.

Prosecutor Yue Fangru stressed that he hoped that the public would trust the procurator and that according to the current schedule of the case and the evidence in hand, "I believe that the "confidential fee" and the money laundering case will "live up to expectations" after the case is concluded. "If this case can't be handled, we will step down and bow", "If it can't be done, do we still have the face to stay here?" Chen Yunnan then reiterated Yue Fangru's words: "If you can't do it, of course you will step down and bow." ”

The press conference of the eight prosecutors of the special investigation team can be said to be a collective oath-taking meeting. The procurators unanimously swore that they would thoroughly investigate Chen Shui-bian's fraud case.

In the face of all kinds of "colored" criticisms, the procurators of the special investigation group "turned a deaf ear" in the old gray building and immersed themselves in investigating Chen Shui-bian's fraud case. In particular, after the outbreak of Chen Shui-bian's overseas money laundering case, the special investigation team spent three months checking more than 1,000 accounts at home and abroad, launching seven search operations, and interviewing more than 300 people, and finally broke through Chen Shui-bian's layers of firewalls. The Special Investigation Unit has proved its independence and impartiality through actions and facts. As a result, Taiwan society began to look at the special investigation group with great admiration, and the special investigation group has attracted more and more media attention.

Since October 2008, the special investigation team has fired three heavy punches in succession, each of which has caused a burst of news shock:

From time to time, Chen Shui-bian released "missiles" to bombard the special investigation group. For example, on 18 November 2008, at the instigation of Chen Shui-bian, a woman, Zhang Weijin, showed a photo of Chen Shui-bian sitting and chatting with procurators Zhu Chaoliang and Wu Wenzhong. Wu Wenzhong came forward to clarify, saying that they did not know that Chen Shui-bian would appear that day, and they did not evade it, nodding and taking a photo with Chen Shui-bian out of politeness.

On 4 December 2008, Chen Shui-bian's lawyer, Cheng Wen-lung, relayed that Chen Shui-bian believed that the special investigation team "handled the case upside down" and treated "political achievements as malpractices," and warned that he foresaw that the special investigation team would be abolished. It can be seen from Chen Shui-bian's remarks that his hatred for the special investigation group has reached the point of no return.

The Taipei District Court twice ruled that Chen Shui-bian should be released without bail, and the special investigation team appealed three times, and finally sent Chen Shui-bian to the Taipei Detention Center again.
