Parents spent more than 100,000 yuan to sign up for the "Arctic Scientific Expedition Group" for their children: the group is difficult to return before the money is opened, and the company is still recruiting students

Jimu News reporter Liu Qin

Recently, a number of parents reported to Jimu News (report mailbox: [email protected]) that they signed up for this summer's Arctic Youth Scientific Expedition and Research Group at a company called "Xinghua Cruises", spending more than 100,000 yuan each. However, the study group did not start on time, and the fees they had paid were not refunded, and the parents could not even contact the person in charge of the company.

It wasn't until early November that parents discovered that another company, represented by the same legal representative, was recruiting students for Antarctic scientific expeditions, and the company played the role of the organizer of the event, which was organized by the Hubei Provincial Antarctic Scientific Expedition Association and the International Polar Conservation Association.

On December 6, the staff of the Hubei Provincial Antarctic Scientific Expedition Association responded to the Jimu News reporter that they did not host relevant activities and did not cooperate with related companies.

More than 100,000 yuan signed up for the "Arctic Tour", and it was difficult to return the group without opening the money

In February this year, Ms. Li from Guangzhou, Guangdong Province, was recommended by Haddee Education (hereinafter referred to as Hadi Education), a global education collaboration platform, to apply for a scientific research group of three at Xinghua Cruise Company to go to the North Pole in July, spending a total of more than 150,000 yuan.

Talking about the reason for signing up, Ms. Li said that her child is in junior high school and loves to study marine life. At that time, Star Cruises and Hardy Education launched a summer polar research program for children over 8 years old, with the theme of exploring the four Arctic islands, the tour period is from July 17 to August 7, lasting 22 days, the early enrollment publicity introduction, and there will be experts and professors from Cambridge University, Imperial College London and the Chinese Academy of Sciences and other well-known universities in China.

"The content of the propaganda is very good, and my children also like this kind of study, and they are going to the North Pole. Ms. Li said she transferred the fees directly to the account of Beijing Xinghua Cruise Co., Ltd. and signed a contract with the company. Two or three months after signing up, Ding, the company's legal representative, also went to Guangzhou to introduce the itinerary and research projects to the parents in detail. After that, the company also had relevant staff to connect with the parents who signed up and applied for visas.

Just when Ms. Li's family was expecting to go to the North Pole, they received a notice that they couldn't leave two days before departure, which caught her off guard, "Ding said that he could let us transfer to the group that departed on July 29, but on that day he said that it still didn't work, and later promised to give me a refund, but the money was not returned, and I couldn't contact him." ”

Ms. Zhang (pseudonym), a parent in the United States, told the Jimu News reporter that she also learned about this polar research group from Hardy Education. In order to let her soon-to-be-college-bound children understand what a scientific expedition is, she used the pension she received after her husband's death to register her children, which cost $8,300 to sign up, and then she also spent $1,748 to buy a plane ticket in advance. After the trip was canceled, Ding said that he would refund the tour fee in full, compensate for the ticket money, and compensate for a certain loss, but it was not implemented. Ms. Zhang said.

According to the information provided by parents, on July 15, Beijing Xinghua Cruise Co., Ltd. issued the "Notice on Canceling the 2023 Arctic Cruise Trip", saying: "Due to the arrears and large amounts of fees payable by some cooperative institutions, our company has encountered great difficulties in the operation of the group and cannot continue to perform the content of the contract", "I had to decide to cancel this Arctic trip", and proposed to postpone the transfer or cancel the refund plan two days later.

Beijing Xinghua Cruises Co., Ltd. has issued a cancellation notice

Dan Dan, the head of Hadi Education, told Jimu News that she introduced a total of 16 parents and students to Ding, a total of 13 families, and she earned 20% of the fees from sales. But when the trip to the North Pole was canceled, she returned all the money she had earned to her parents. "Many parents signed a contract with Hong Kong Xinghua International Cruise Co., Ltd., and because Ding has not refunded the fee, I also went to Hong Kong to report the case to the police in November this year. ”

Parents find that "changing companies and re-enrolling" is boring

Mr. Zhou (pseudonym) from Shenzhen, Guangdong Province, said that he and his friend's family, a total of five people, also signed up for the Arctic scientific research group, paid 62,700 US dollars for the registration fee, and paid 104009 yuan for international air tickets, visa transportation fees, visa fees, notary fees, certification fees and other yuan for the event.

After the cancellation of the Arctic travel notice, Ding had promised to refund these fees and also offered to compensate for breach of contract. But so far, I haven't received a refund, and I haven't been able to contact Ding. Mr. Zhou said that in order to find someone to refund the money, in August this year, he invited friends to the registered addresses of Shanghai Xinghua Cruises and Hong Kong Xinghua Cruises, but in fact, these two companies did not have offices, and Xinghua Cruises in Shenzhen and Beijing also moved from the registered places. ”

Ding promised to retire tomorrow countless times, but he didn't retreat. Mr. Zhou said he had lost confidence in getting the refund back. Recently, he also saw an article on the "2024 Youth Antarctic Scientific Expedition (10th Team)" released by the WeChat public account "Youth Polar Pioneer", which introduced that the 10th Antarctic scientific exploration trip to be launched during the winter vacation of 2024 is sponsored by the Hubei Provincial Antarctic Scientific Expedition Society and the International Polar Conservation Association, and Zhongke Yaohua (Beijing) Education Technology Co., Ltd. is the organizer.

"Young Pioneer" has published an event promotional article

"When I called the Hubei Provincial Antarctic Scientific Expedition Society to ask if they hosted it, they denied it, saying that they had not held this event. The other organizer, the International Polar Conservation Association, is in charge of Ding. Mr. Zhou said.

Jimu News reporter searched and found that the certification body of the WeChat public account "Juvenile Extreme Pioneer" is Zhongke Yaohua (Beijing) Education Technology Co., Ltd., and the above article was released on November 10 and deleted on November 29. At the end of the article, there is a phone number of a teacher surnamed Liu and a WeChat QR code.

The Jimu News reporter added the WeChat of the teacher surnamed Liu as a parent, and asked the other party about the time of the last event, and the other party said that the last event was held at the end of July and early August, and about 70 people went to the North Pole. He also introduced that the 10th Antarctic scientific exploration trip was carried out by the International Polar Conservation Society and the Hubei Antarctic Scientific Expedition Society, and the latter teacher participated in a teacher surnamed Ai.

But why is there no introduction of this activity on the official website of the Hubei Antarctic Scientific Expedition Society? The teacher said that the activity is real and verifiable, and because it is a joint sponsor, the official website of the society does not introduce it. ”

In order to uncover the publicity of this event, on November 29, a Jimu News reporter went to the office of the Hubei Provincial Antarctic Scientific Expedition Society with Mr. Zhu.

The legal person of the company said that the money would be refunded as soon as possible

On December 6, the relevant staff of the Hubei Provincial Antarctic Scientific Expedition Society responded to the Jimu News reporter that the society did not cooperate with Yaohua to hold an Antarctic scientific expedition project, and the teacher surnamed Ai of the society did not participate in the matter, "I was going to do such a project, but then the project was not completed." ”

The staff member also said that after they found out about the promotional article published by the "Young Pioneer", they immediately contacted the other party, and because the other party quickly deleted the article, the society decided not to release the relevant statement to the public.

Tianyancha shows that Beijing Xinghua Cruise Co., Ltd. was established in November 2022 with a registered capital of 5 million yuan, and is a wholly-owned subsidiary of Hainan Xinghua International Cruise Co., Ltd., whose business scope includes international liner transportation, domestic ship management business, domestic and international shipping agency, etc., and the company's legal representative Ding, who is also the executive director and general manager of Hainan Xinghua International Cruise Co., Ltd. On July 19, Beijing Xinghua Cruise Co., Ltd. was included in the list of abnormal business operations by the Beijing Haidian District Market Supervision and Administration Bureau because its registered residence or business premises could not be contacted.

There are also 8 companies under Ding's name, including Zhongke Yaohua (Beijing) Education Technology Co., Ltd. (hereinafter referred to as Zhongke Yaohua), Shanghai Xinghua Cruise Co., Ltd., Shenzhen Xinghua Cruise Co., Ltd., and Shanghai Jizhi Dream Technology Co., Ltd., two of which have been revoked and one has been cancelled, and the cruise companies have been established for between 5 months and 2 years. Ding Chen holds nearly 20% of the shares of Hainan Xinghua International Cruise Co., Ltd. through a 94.5% stake in Zhongke Yaohua, and the former is the main shareholder of the latter.

On December 7, a Jimu News reporter contacted Ding, who said that he had talked about long-term cooperation with the Hubei Provincial Antarctic Scientific Expedition Society, and the overall framework agreement was being negotiated. In response to the difficulty of returning the money reported by the parents, Ding said that he would take practical action as soon as possible to return the money to the parents, "No matter which company they sign the contract, the company in Beijing will eventually refund them." ”

Why did the two companies in Shanghai and Hong Kong have no office offices at their registered addresses? Why did the companies in Beijing and Shenzhen move out? In this regard, Ding said that because he was in a hurry to register at that time, he found someone to register the companies in Shanghai and Hong Kong on his behalf, and there was no manpower to handle the matter at that time, and the companies in Beijing and Shenzhen were removed because their business was affected and their parents came to the door.

As for why the promotional article for the 10th Antarctic scientific expedition released by the "Young Pioneer" was deleted, Ding said that there are some contents of the article that need to be modified, and it is not very beautiful, and it will be released again after revision.
