After all, the travel agency came forward to guarantee the tourist visa applied for, which contains a travel itinerary.

For example, the itinerary applied for is: Mong Cai - Halong Bay - Hanoi - Nha Trang. But you actually show up in Bac Ninh, Bac Giang and other places that do not have tourist attractions, or appear in places that are not planned tourist attractions, so even if you violate the law, they can punish both Chinese tourists and Vietnamese travel agencies with guarantees.
