In 1994, Azerbaijan and Armenia agreed on a comprehensive ceasefire, but the two countries have been in a state of hostility over the Nagorno-Karabakh issue, and armed conflicts have occurred from time to time.

In September 2020, a new round of conflict broke out between Azerbaijan and Armenia over Nagorno-Karabakh. On November 9 of the same year, the leaders of Russia, Azerbaijan and Armenia signed a statement announcing a complete ceasefire in the Nagorno-Karabakh region from midnight Moscow time on November 10. According to the statement, Russia deploys peacekeepers in the Nagorno-Karabakh region.
