In 1910, after Japan occupied Korea, in order to further invade northeast China, Japan implemented a policy in Korea, that is, "Japanese people plant fresh, fresh people plant." Simply put, it is to systematically migrate Koreans to the colder northeast of China, and then to the relatively mild climate of North Korea.

According to historical records, an average of 14,000 people from Japan moved to Korea every year. In 1928 alone, the Japanese moved into Korea with 4,400 households and seized 10,174 machibu (1 machibu = 0.99 hectares). By 1929, Japanese finance capitalists owned 62% of Korea's land.

Koreans who lost their land moved into northeast China in large numbers, reclaiming land, seizing water sources, and squeezing the living space of China's ordinary people, causing great social and economic damage to northeast China.

Especially after the 918 incident, not only the eastern part of the mainland near North Korea and the central region with convenient transportation were distributed a large number of Korean immigrants, but even the remote eastern region of Inner Mongolia also appeared footprints of Korean immigrants.
