It turned out that in the ancient two dynasties of the mainland, both implemented the system of high salaries and corruption.
Zhao Kuangyin
Emperor Taizu of Song Zhao Kuangyin once pointed out that "there are many officials, it is difficult to seek their treatment, and they are not responsible for being honest." Instead of redundant staff and heavy expenses, it is better than provincial officials. "It basically means that the ranks of officials are disordered, redundant, poorly managed, and meagre, making it difficult to ensure the integrity of officials. Instead of spending a lot of money to retain a large number of officials, it is better to cut unnecessary officials and increase the number of retained officials.
Song Dynasty officials were 300 to 20 yuan a month, the highest equivalent to the current annual income of more than one million, this is only the basic salary, and the other benefits of being an official must be very rich, almost twice the salary.

Yongzheng
The second system of high-salary maintenance began during the Yongzheng period of the Qing Dynasty, and Yongzheng once proposed: "Because officials are greedy and corrupt, they have heard of it from time to time, so they have this name specially designed to be a clean official as the name implies." It is to the effect that I often hear about official corruption, so I call the new subsidy this name, hoping that officials will think of the meaning when they see the subsidy, and become an official with integrity. This subsidy is "raising cheap silver", which is equivalent to ten times to 100 times that of Yuan Lilu.
In fact, at the beginning, this system still played a very good role with the cooperation of other systems, so that the officials of the Yongzheng period ruled clearly.
Unfortunately, as mentioned earlier, because of the profit to gather, the profit is exhausted, once the government for various reasons no longer issue such high subsidies, corrupt officials will appear in large quantities.
Under the system of raising cheap silver, the Qing Dynasty was also a group of corruption.
It can be seen that high salaries and integrity are not a correct approach in practice.
First, one of the problems with high salaries is that they do not take into account the root causes of corruption. The main causes of corruption are abuses of power and institutional weaknesses, not pay levels. If we prevent corruption simply by raising pay, then we are ignoring the root cause of the problem. Therefore, high salaries and integrity cannot fundamentally solve the problem of corruption.
Secondly, high salaries and integrity may also lead to some undesirable consequences. On the one hand, high salaries may lead to increased greed among officials, thereby increasing the risk of corruption. On the other hand, high salaries can also lead to waste of resources. If government officials are paid too much, then the government will have to spend more public resources to pay these high salaries, which will have an impact on other important public affairs.
Therefore, it is necessary to replace the strategy of high salaries and integrity. We need to tackle corruption at its roots, not just control it by raising pay.
Such as strengthening institutional construction. Limiting the power of government officials, increasing oversight mechanisms and reducing the discretion of officials through more transparent and fair systems will help reduce the risk of corruption.
Such as establishing an anti-corruption culture. Government agencies should reduce the risk of corruption by promoting anti-corruption education and culture to foster anti-corruption awareness among citizens.
Such as strengthening the legal system. The Government should strengthen penalties for corruption and enact stricter laws and regulations to combat corruption.
Thankfully, our motherland has not adopted a "high salary" approach to corruption.
