Experts said that the big data industry, as a strategic emerging industry focusing on data generation, collection, storage, processing, analysis and service, is a key support for activating the potential of data elements. In recent years, the mainland's big data industry has risen rapidly and gradually developed into an advantageous industry supporting economic and social development, with more solid data resources, significantly improved basic capabilities for data collection, transmission and storage, and widespread use of big data products and services, especially in epidemic prevention and control and the resumption of work and production.

The "Big Data White Paper (2022)" released by the China Academy of Information and Communications Technology shows that the big data industry in mainland China has shown a good development trend and its innovation ability has been continuously enhanced. In 2021, the mainland accounted for 31% of the world's papers published in the field of big data, and the total number of big data-related patents accepted accounted for more than 50% of the world, ranking first. Kou Gang, vice chairman of the Sichuan Provincial Party Committee of the Democratic Construction Association, counselor of the Chengdu Municipal Government and dean of the Big Data Research Institute of Southwestern University of Finance and Economics, told reporters that at present, the development status of the big data industry in the mainland can be summarized as "frequent policies, rapid development and great prospects". How to avoid "death and chaos when you let go" is a problem worthy of attention. The Opinions propose to explore the structural separation system of data property rights. Establish a categorical, hierarchical and authorized system for the confirmation of rights to public data, enterprise data, and personal data. Experts believe that by establishing the "separation of powers" of data resource ownership, data processing and use, and data product management rights, strengthening data processing and use rights, revitalizing data product management rights, and accelerating the construction of data property rights registration systems, it will provide institutional guarantees for promoting the orderly flow of data, encouraging data development and utilization, guiding data product transactions, and releasing the value of data elements.

Yu Xiaohui, president of the China Academy of Information and Communications Technology, said that in the future, it is necessary to strengthen the aggregation and sharing of data resources. Promote authorized operations of public data, improve the efficiency of data operations, develop authorization of personal information data and enterprise data, and enhance data aggregation capabilities. Promote the management of the full life cycle value of data collection, annotation, storage, transmission, management, and application, and break down data barriers between and within different entities of government departments, public institutions, and enterprises.

"Promote data standardization work, improve the cross-departmental and cross-industry data standard system, and establish multi-level data management standards." Yu Xiaohui said that the work of formulating data standards will be carried out, and a standardization system including data basic terminology standards, data exchange and sharing standards, and data security and privacy standards will be established. Kou Gang said that at present, the government has a large number of public data resources, and can start from the integration, sharing, development and utilization of government data resources. On the one hand, government departments should sort out standard rules and unify data collection standards. On the other hand, optimize the existing data authorization mechanism, reduce the intermediate links of repeated confirmation, and alleviate the concerns of departmental data sharing; Explore compensation and incentive mechanisms that are more in line with the interests of departments, stimulate the enthusiasm of data circulation in various departments, and increase the protection of high-value data such as social security, medical insurance, and provident funds.

"Circulation transactions are the only way for data resources to transform into data assets and fully release value." Weng Yi, a professor at Peking University's Guanghua School of Management, said that on the one hand, it is necessary to optimize the layout in an overall manner, emphasize the transparency and professional management of trading venues, objectively and scientifically evaluate the results of the pilot, and timely summarize market lessons and lessons and adjust and optimize.
