The situation has escalated! After 12 hours of talking, Serbia did not sign the agreement
There has been a dispute between Kosovo and Serbia for many years. Under the intervention of Western forces, tensions in northern Kosovo have not been able to cool down, but have escalated repeatedly. In order to completely resolve the differences between the two sides, the EU has drafted a new proposal, which has the support of both sides of Kosse. Although the leaders of the two sides, brokered by the EU, agreed to normalize bilateral relations, it did not require much negotiation. However, during the latest 12-hour negotiations, the two sides still have considerable contradictions, and the normalization of relations has only been verbally affirmed, and the Serbian side has not signed an agreement.
The contradictions between the two sides of Kosai are still not small
According to British media reports, recently, EU affairs diplomat Borrell announced the result of a marathon negotiation that Serbia and Kosovo have reached an agreement on the normalization plan, and the agreement was finalized at last month's meeting. The Kosovo side has pledged to immediately launch dialogue negotiations with the EU to ensure the level of autonomy for the Kosovo Serbs. Borrell then reversed course, saying that the two sides still have considerable differences and cannot agree on further proposals because Kosovo lacks "flexibility" in substance and Serbia has not signed the relevant agreement. After 12 hours of negotiations, Kosovo Prime Minister Kurti and Serbian President Vučić continued to quarrel at different press conferences.
It is understood that although the two sides have negotiated for hours with the intervention of the European Union and temporarily agreed to implement the plan to normalize relations, the opposition parties of the two governments still expressed dissatisfaction with the agreement, claiming that it was "unacceptable". According to relevant expert analysis, unless the international community promotes the implementation of the plan, the agreement will become a blank piece of paper as before.
What part of the agreement prevents the Kosai parties from agreeing?
The agreement stipulates that the proposal requires Serbia to commit itself not to prevent Kosovo from joining international organizations and specifies that the parties should commit themselves to implementing all past agreements reached between them. This is unacceptable to the Government of Serbia under any circumstances. Other than that, there are not many details on these two points, and this part of the content will cause a lot of quarrel.
It is worth mentioning that the drafting process of the EU proposal was undermined by a lack of inclusiveness and autonomy. Vučić criticized the "take it or give up" approach by EU mediators, while Kurti was annoyed by the secrecy constraints imposed on him during the discussions. To put it simply, the proposal drafted by the EU still has many shortcomings, and it is difficult to satisfy both sides.
