Founded in 1961, the International Banknotes Society has grown to become an authoritative international banknote collecting association, with more than 2,000 registered members around the world and its own publications. Since 2005, the association has held a public vote every year for banknotes issued by countries in the previous year, and comprehensively evaluated in design, anti-counterfeiting, innovation and other aspects, and the banknotes with the most votes won the title of "World's Best Banknotes" that year.

The best banknote in the world in 2008 was the Samoan 20 Tara note. Samoa is located in the southern Pacific Ocean, western Samoa, consisting of the two main islands of Upolu and Savai'i, and eight nearby islets. The land area is 2,934 square kilometers, and the area of the marine exclusive economic zone is 120,000 square kilometers. Most of the territory is covered by jungle. It has a tropical rainforest climate. Samoa's economy is predominantly agricultural, producing coconuts, cocoa, breadfruit and bananas. Industries include small light industry and agricultural product processing industry. Tourism is also the main pillar of Samoa's economy.
