Problems and countermeasures in the construction of the Yellow River Cultural Industrial Belt

The proposal of the Central Committee of the Communist Party of China on the formulation of the 14th Five-Year Plan for National Economic and Social Development and the long-term goals for 2035 puts forward the "construction of a regional cultural industry belt", and the "14th Five-Year Plan for Cultural Development Plan" of the Central Committee and the State Office and the "14th Five-Year Plan for the Development of Cultural Industry" of the Ministry of Culture and Tourism both put forward the important concept of promoting the construction of the Yellow River cultural industrial belt. With the in-depth implementation of the protection and inheritance of the Yellow River culture and the construction of the Yellow River National Cultural Park, its importance has become increasingly prominent. To build the Yellow River Cultural Industry Belt, it is necessary to break through regional restrictions, base on the historical evolution, cultural affinity and geospatial elements along the Yellow River, transform the advantages of cultural resource agglomeration into advantages of coordinated industrial development, and form a regional cultural industrial belt with outstanding cultural characteristics, integration of multiple business formats, and coordinated development of urban and rural areas. At present, the cultural resources of the provinces and regions along the Yellow River have outstanding characteristics, but the industrial development is still at a low level, and the regional cultural industry belt has not yet been fully formed.

  Problems in the construction of the Yellow River Cultural Industrial Belt

  First, the belt pattern of the Yellow River cultural industry needs to be optimized. First, the planning of the regional cultural industry belt still needs to be straightened out. From the perspective of the planning of various provinces and regions along the Yellow River, the planning work related to the protection and inheritance of the Yellow River, the construction of national cultural parks, the construction of tourism development and the construction of public cultural services are relatively sufficient, but there is a lack of in-depth thinking and clear outline of the cultural industry belt in the province and inter-province. Although some provinces and autonomous regions have formulated relevant cultural industry belt plans, they often fail to do so. Second, the leading cultural industry needs to be cultivated. There is a general lack of leading enterprises in the provinces and regions along the Yellow Coast, the cultural industry cluster effect is not strong, and a symbiotic and complementary industrial chain and value chain have not yet been formed. The cultural industries of provinces and regions are unbalanced, and it is difficult to form a cluster effect. Third, cultural tourism routes need to be further opened. Taking the Yellow Tourism Route as an example, although the state has planned 10 boutique tourism routes, they have not yet landed. At the same time, the design of cross-city and county tourism routes has also triggered local concerns about the loss of visitors, and the connection of tourism nodes lacks motivation.

  Second, the format of the cultural industry along the Yellow River needs to be optimized. First, the market value and industrial value of historical and cultural resources have not yet been fully tapped. Units with cultural resources neglect development. For example, Shanxi Yongle Palace and Shaanxi Wubao Stone City have high value in terms of architectural style, history, culture, artistry, etc., but due to limited local finances and lack of creative development capabilities, the advantages of historical and cultural resources cannot be transformed into products and services with market value and industrial value. Second, the existing business forms lack distinctive cultural characteristics. Although the cultural styles of various provinces and regions along the Yellow River have their own characteristics, in the development of cultural tourism, the city and county levels are keen to follow the trend and imitate, and like to launch some large-scale entertainment projects with large investment, quick results and high risks. Third, the cultural context of the Yellow River is not prominent enough. Since most of the counties along the Yellow City and the development of cultural tourism are independent, it is difficult to form cross-regional cultural tourism projects and cultural consumption scenes of the Yellow River, and the cultural context of the Yellow River is not sufficiently prominent.

  Third, the innovation of cultural institutions and mechanisms needs to be deepened. First, the awareness of opening up and enlivening needs to be enhanced. The survey found that although the state issued documents such as the "Opinions on Encouraging and Supporting Social Forces to Participate in the Protection and Utilization of Cultural Relics Buildings", many areas along the Yellow River do not understand it, the willingness to innovate the management system and mechanism of cultural relics is not strong, and the enthusiasm of cultural relics and cultural units has not been fully mobilized. Second, the management mechanism needs to be further rationalized. The problem of multiple management by propaganda departments, administrative units, state-owned cultural and tourism units and enterprises still exists, which seriously restricts the protection and development of cultural resources. In the use of funds, mechanism reform, and other aspects of development are insufficient, it has encountered many difficulties.

  Countermeasures to promote the construction of the Yellow River Cultural Industrial Belt

  First of all, we must actively build historical and cultural markers of the Yellow River. The historical and cultural resources of the Yellow River can fully display the spirit of the Chinese nation and are an important carrier of the Yellow River civilization. The use of the historical and cultural resources of the Yellow River to create the cultural markers of the Yellow River is conducive to highlighting the value of the Yellow River culture. To this end, the first is to speed up the construction of a database of historical and cultural resources along the Yellow District. Continue to carry out in-depth censuses of the historical and cultural heritage resources of the Yellow River, and promote the systematic construction of the historical and cultural resources of the Yellow River. In particular, it is necessary to strengthen cooperation with online platforms and promote the diversified development and creative design of cultural resources. The second is to strengthen the integration of Yellow River culture and tourism. Promote the diversification of the functions of cultural spaces such as cultural centers, museums, and bookstores, and create new landmarks and scenes for the historical and cultural consumption of the Yellow River. Select a group of iconic cultural heritage and natural resources that can fully display the unique charm of the Yellow River culture, integrate traditional cultural resources such as Northern Shaanxi folk songs and Ansei waist drums, create a number of high-quality tourism performing arts products, and create cultural tourism characteristic IP. The third is to strengthen the role of historical and cultural regions and traditional villages as regional cultural nodes. For example, important historical and cultural bearing areas such as Wubao Stone City need to give play to their comprehensive advantages, focus on displaying the Yellow River civilization and loess customs, and truly give play to the leading role of cultural relics protection units in the cultural protection and inheritance along the Yellow Region. The fourth is to strengthen the transportation connection between cultural symbols. It is necessary to strengthen the connection of the transportation network to form the integrity of the line. All provinces and regions along the Yellow River need to upgrade the level of the tourist highway along the Yellow Coast, strengthen the construction of waterways between node cities, and increase the traffic density between counties, cities and provinces.

  Secondly, it is necessary to highlight the cultural characteristics of the Yellow River Cultural Industry Belt region. The first is to highlight the characteristics of the Yellow River cultural industry belt with intangible cultural heritage as the core. The Yellow River Basin is rich in intangible cultural heritage resources, and the refinement and inheritance of the cultural connotation and cultural genes of the intangible cultural heritage resources in the Yellow River Basin should be strengthened, and the integration of intangible cultural heritage into the modern cultural industry system should be promoted. For example, encourage the organic combination of traditional art elements such as paper-cutting, cloth pile paintings, New Year paintings, and clay sculptures with modern consumption places such as galleries, restaurants, cafes, bars, shopping malls, and life aesthetic halls, promote the integration of intangible cultural heritage resources into urban and rural construction, and rely on intangible cultural heritage resources to create public art works with the theme of Yellow River culture. Develop characteristic cultural industries, and cultivate characteristic performing arts brands that combine with modern music, such as Xi'an drum music and Huayin old dialect. The second is to highlight the red cultural characteristics of the Yellow River Cultural Industrial Belt. Make full use of the red resources along the yellow area to promote the construction of offline study and experience centers along the yellow and red culture and online exhibition. Make use of local characteristic art forms to promote red plays into campuses, and explore the construction of VR classrooms that integrate culture, history, tourism and education.

  Third, it is necessary to fully coordinate the construction of all parties in the provinces and regions of the industrial belt. First, cities and counties should be regarded as key construction forces. Take the construction of the Yellow River National Cultural Park as an opportunity to promote the formation of implementation plans for the development of cultural tourism industry in cities and counties. Tilt resources toward the city and county level. The second is to promote provincial and municipal backbone enterprises to help the development of the county cultural tourism industry. Promote cultural and tourism backbone enterprises such as cultural investment groups, large state-owned enterprises, and state-owned performing arts groups to become stronger, better and bigger, and support their cross-city and cross-regional construction and operation. All provinces, autonomous regions and central cities need to strengthen the connection between cultural tourism enterprises in cities and counties and do a good job in project connection. The third is to make full use of social forces and encourage private investment. Encourage and guide non-public cultural enterprises to work together with provincial-level departments such as finance and finance to actively build an exchange platform for the cultural and tourism industry to connect with the capital market.

  Finally, it is necessary to deepen the reform of the cultural system and mechanism. The first is to strengthen the construction of inter-provincial cooperation mechanisms. Hukou Waterfall, several important ferry ports of the Yellow River, red tourist routes and other relatively mature scenic spots and routes should do a good job in cross-regional project docking and market opening. Refer to the cooperation mode of the Yangtze River Delta and Beijing-Tianjin-Hebei to open up administrative services, administrative examination and approval, and information exchange. Consideration can be given to the establishment of a regional cooperation and development fund, focusing on cross-regional infrastructure construction, cultural tourism projects, industrial collaboration, etc., to achieve revenue sharing. The second is to strengthen the awareness of reform and development.
