A friend left a message asking if you want to bring your cats and dogs to Hong Kong to settle down together. According to the Public Health (Animals and Birds) Regulation (Cap. 139) and the Rabies Regulation (Cap. 421), no cat or dog may be imported into Hong Kong (whether imported or re-exported) unless a special permit issued by the Agriculture, Fisheries and Conservation Department of Hong Kong has been obtained in advance. Today, I would like to share with you the strategy of importing cats and dogs from the mainland to Hong Kong.

Submitted application documents

The following documents can be submitted in person, by fax (852) 2375 3563 or by email ([email protected]) to the Agriculture, Fisheries and Conservation Department:

  • Applicants are required to complete the prescribed forms and authorization letters and declarations
  • Applicant's Hong Kong Identity Card or passport (or photocopy of Hong Kong Identity Card or passport if applying by post).

Before submitting the above application documents, you should call the Agriculture, Fisheries and Conservation Department to check the supply and demand of quarantine facilities. The Agriculture, Fisheries and Conservation Department will reserve quarantine facilities for the cats/dogs concerned upon receipt of the required documents. Upon completion of the above procedures, the staff of the Agriculture, Fisheries and Conservation Department will contact the applicant to confirm the reservation date of the quarantine facility and pay the application fee for the permit.

Payment of fees

For cats and dogs imported from the mainland, the application fee for an import permit is waived.

Processing license time

If the required information is complete, it will take 3 working days to process (i.e. 5 working days from the date of submission of the form and payment of the permit fee to the issuance of the permit).

Tips

  • Please read the terms of the permit carefully before importing animals and ensure that they have been fully complied with. Failure to comply with the terms of the licence may result in the animal being returned to the exporting country/place or subject to quarantine within a period specified by the Senior Veterinarian, at the expense and risk of the licensee/agent. The licensee/agent may be prosecuted.
  • Animals must arrive in Hong Kong within the specified time and remain in the Animal Management Centre of the Agriculture, Fisheries and Conservation Department for quarantine, otherwise they must re-book the quarantine facility.
  • Cats and dogs imported from the Mainland are subject to quarantine at least four months at the Animal Control Centre under the Agriculture, Fisheries and Conservation Department at the applicant's expense.
  • Please do not arrange for pet shipments until you have obtained a license.
  • The Special Permit issued by the Agriculture, Fisheries and Conservation Department is divided into two copies, please keep the original (white) for the return of the arriving animals. The airline or boat company may ask the owner to show a copy of the permit (yellow) before accepting pets for shipment.
  • Pets who have left Hong Kong are subject to the same immigration and quarantine restrictions upon returning to Hong Kong. Pets that have left Hong Kong must be brought back to Hong Kong with a special permit issued by the Agriculture, Fisheries and Conservation Department in advance.
  • Cats and dogs imported from the Mainland that the Agriculture, Fisheries and Conservation Department considers that their origin is unknown, the required documents are inappropriate, or there are suspicious signs of disease during the quarantine period, etc., may be extended to at least four months or the animals may be repatriated to their place of origin at the expense of the importer.

Dog breeds that are prohibited/re-exported

Fighting dogs listed in Schedule 1 of the Dangerous Dogs Regulation under Subsidiary Legislation D (Cap. 167) are not allowed to be imported into/re-exported through Hong Kong, i.e. the species name Pitbull (or Staffordshire, USA), Japanese Tosa, Argentine Duke, Brazilian Fella and any mixed breed of these four breeds. If the Staffordshire Bull Terrier is imported, the application must be submitted together with a statutory declaration certifying the breed of the dog. To enquire about the availability of certain breeds of dogs into Hong Kong, enquirers are advised to contact the Agriculture, Fisheries and Conservation Department directly.

Import/re-export special cat breeds need to know

To import/re-export a Bengal cat through Hong Kong, documentation must be provided to prove that the cat has been mixed with five or more generations of domestic cat blood. Please contact the Agriculture, Fisheries and Conservation Department for the required documents. To enquire about the import of certain cat breeds into Hong Kong, enquirers are advised to contact the Agriculture, Fisheries and Conservation Department directly.
