Quarantine requirements for imported Indonesian fresh bananas
In accordance with the relevant laws and regulations of the mainland and the Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture of the Republic of Indonesia on the Plant Quarantine Requirements for the Export of Indonesian Fresh Bananas to China, the import of Indonesian fresh bananas that meet the following relevant requirements is allowed from now on.
1. Basis for inspection and quarantine
(1) The "Biosecurity Law of the People's Republic of China";
(2) the Law of the People's Republic of China on the Quarantine of Animals and Plants Entering and Leaving the Country, and the Regulations for the Implementation of the Law of the People's Republic of China on the Quarantine of Animals and Plants Entering and Leaving the Country;
(3) Food Safety Law of the People's Republic of China and Regulations for the Implementation of the Food Safety Law of the People's Republic of China;
(4) Measures for the Supervision and Administration of Inspection and Quarantine of Imported Fruits;
(5) Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture of the Republic of Indonesia on Plant Quarantine Requirements for the Export of Indonesian Fresh Bananas to China
2. Permitted import of commodities and places of origin
Fresh bananas (scientific name Musaspp., English name Banana) are only unripe green bananas for consumption.
From the banana producing regions of Indonesia.
III Approved orchards and packing plants
Orchards and packaging plants exported to China must be registered by the Agricultural Quarantine Bureau of the Ministry of Agriculture of the Republic of Indonesia (hereinafter referred to as "Indonesia"), and jointly approved and registered by the General Administration of Customs of the People's Republic of China (hereinafter referred to as "China") and Indonesia. Registration information includes name, address and registration number. Before the annual export season, the Indonesian side shall provide the Chinese side with the registration list, which will be published on the official website and updated regularly after review and approval by the Chinese side.

5. Pre-export management
(i)
Orchard management

1. Orchards exported to China should establish a sound quality management and traceability system under the supervision of the Indonesian side, implement Good Agricultural Practice (GAP), maintain the sanitary conditions of the orchard, such as no pollution sources affecting fruit production in the surrounding area, and clean up fallen fruits and rotten fruits in a timely manner. Orchards should implement Integrated Pest Management (IPM), including regular pest monitoring surveys, physical, chemical or biological control, bagging during growth and harvesting before fruit ripe.
2. Orchards exported to China shall carry out surveillance and comprehensive prevention and control of quarantine pests of concern to China under the supervision and guidance of the Indonesian side. In addition to visual inspection, pest trapping monitoring should be performed in orchards using a variety of physical or chemical methods. For mesozoan pests, monitor bananas at least every 15 days from flowering to harvest to check fruits, stems and leaves for mesozoans.
3. If a pest or its corresponding symptoms are detected during surveillance, control measures, including chemical, physical or biological methods, should be taken immediately to control the occurrence of the pest or to maintain a low prevalence level of the pest. Integrated management measures are subject to approval by the Indonesian side and are provided to the Chinese side upon request.
4. The monitoring and control of pests shall be implemented under the guidance of professional and technical personnel. Technicians shall be trained by the Indonesian side or its authorized institutions.
5. The Indonesian side shall keep the monitoring records of pests and control records of orchards and provide them to the Chinese side upon request. Control records should include information such as the name of the chemical agent used during the growing season, the active ingredient, the dosage and the time of use.
(ii)
Packaging plant management
1. The processing, packaging, storage and shipment of bananas exported to China shall be carried out under the quarantine supervision of the Indonesian side or its authorized personnel.
2. The packaging plant of bananas exported to China should be clean and hygienic, the ground should be hardened, and there should be a raw material yard and finished product warehouse.
3. The functional areas such as storage, processing and processing of bananas exported to China are relatively independent, reasonably arranged, and isolated from the living area and have an appropriate distance.
4. If the packaged bananas need to be stored, they should be stored immediately and stored separately to avoid reinfection by harmful organisms.
5. The packaging plant should establish a traceability system to ensure that bananas exported to China can be traced back to registered orchards, and record the date of processing and packaging, the name of the source orchard or its registration number, quantity, export date, export quantity, export country, container number and other information.
(iii)
Packaging requirements
1. Packaging materials should be clean and hygienic, unused, and meet China's relevant plant quarantine requirements. If wood packaging is used, it must meet the requirements of International Standard for Phytosanitary Measures No. 15 (ISPM 15).
2. In the packaging process of bananas exported to China, the process of manual selection, grading and cleaning should be carried out to remove diseased fruits, insect fruits, rotten fruits, deformed fruits, branches and leaves, fruit stems or other plant residues and soil, etc., and use brushing, high-pressure air guns or water guns and other measures to effectively clean the surface of the fruit, if necessary, you can use a fine soft and clean cotton cloth to manually wipe the surface of the banana, especially the fruit stem and other parts, in order to effectively remove the shell worms, worm eggs, pathogenic spores, etc. attached to the surface of the fruit.
3. Each box must be marked with the name of the fruit, country, origin, orchard and packaging plant name or registration number in Chinese or English. Each box and pallet must be marked "Exported to the People's Republic of China" or "Exported to the People's Republic of China" in Chinese or English.
4. Containers containing bananas for export to China must be checked for good sanitary conditions when packing. The container should be sealed and its seal should be intact when it arrives at the Chinese port of entry.
(iv)
Pre-export quarantine
1. Before exporting, the Indonesian side shall conduct sampling inspection of each batch of bananas exported to China according to the proportion of 2% of each batch of goods. If no phytosanitary problems occur within one year, the sampling ratio is reduced to 1%.
2. If live quarantine pests, plant residues or soil of concern to the Chinese side are found, the entire shipment shall not be exported to China, and the export of bananas from relevant orchards and packaging plants to China for the remainder of the export season will be suspended as appropriate. The Indonesian side should identify the cause and take corrective measures. At the same time, record of the seizure will be kept and provided to the Chinese side upon request.
(v)
Phytosanitary certificate requirements
After passing the quarantine, the Indonesian side shall issue a phytosanitary certificate in accordance with the International Standard for Phytosanitary Measures No. 12 (ISPM 12), indicating the name or registration code of the orchard and packing plant
and fill out the following additional statement: "This consignment complies with requirements specified in the Protocol of Phytosanitary Requirements for Export of Fresh Banana Fruits from Indonesia to China, and is free from." quarantine pests of concern to China.” (The goods meet the plant quarantine requirements for the export of fresh bananas from Indonesia to China, and do not carry quarantine pests of concern to the Chinese side.) ）
Before exporting bananas, the Indonesian side should provide the Chinese side with a sample of phytosanitary certificate for confirmation and filing.
6. Entry inspection and quarantine and unqualified treatment
When bananas arrive at China's entry ports, China Customs implements inspection and quarantine in accordance with the following requirements.
(i)
Verification of certificates and logos
1. Check whether the bananas exported to China have obtained the "Quarantine License for Animals and Plants Entering China".
2. Verify whether the phytosanitary certificate meets the above "phytosanitary certificate requirements" provisions.
3. Check whether the logo on the box meets the above "packaging requirements" regulations.
(ii)
Entry inspection and quarantine
1. Bananas exported to China should be imported from ports where China allows the import of fruits.
2. Carry out inspection and quarantine on imported bananas in accordance with relevant laws, administrative regulations, rules and other provisions, and if they pass the inspection and quarantine, they are allowed to enter the country.
(iii)
Non-conforming treatment
1. If it is found that it comes from orchards or packing plants that have not been approved by the Chinese side, or if ripe bananas are found, the goods will not be allowed to enter the country.
2. If quarantine pests of concern to China or other newly occurring quarantine pests are found, or soil, plant residues, etc. are found, or ripe bananas with cracked peels are found, the batch of bananas will be removed, returned or destroyed.
3. If it is found that it does not meet China's national food safety standards, the goods will be returned or destroyed.
If the above non-compliance is found, the Chinese side will immediately notify the Indonesian side and suspend the import of bananas from relevant orchards and packaging plants in the current export season as appropriate. The Indonesian side should identify the cause of the non-conformity and rectify it to prevent similar situations from happening again. According to the results of the Indonesian rectification, the Chinese side decides whether to lift the suspension measures.
VII Retrospective review
According to the dynamics of banana pest occurrence in Indonesia and the interception situation at ports of entry, China will conduct further pest risk assessment and consult with Indonesia to adjust the list of quarantine pests of concern to China and corresponding quarantine measures.
