According to British media Reuters, the talks were facilitated by the Norwegian government and included the 2024 presidential election, US economic sanctions and the United Nations preparation to provide $3 billion in aid to Venezuela. After the 2018 presidential election, the Venezuelan opposition was dissatisfied with Maduro's re-election, and the United States and 60 other countries also announced that they would not recognize Maduro and instead supported Guaido, who proclaimed himself "interim president".
