Announcement of phytosanitary requirements
On November 15, 2022, the General Administration of Customs announced that the 2022 No. 112 "Announcement on Plant Quarantine Requirements for Importing Tanzanian Fresh Avocados" was officially released.

1. Avocado species are allowed to enter the country
Fresh avocado
/hereinafter referred to as "avocado"/
Scientific name: Persea americana Mills.
English name: Avocado
Variety: Hass breeds only
Origin: Avocado producing area in Tanzania
2. Qualification requirements for avocado enterprises exporting to China
Avocado orchards, packaging plants and fumigation treatment facilities exported to China must be reviewed and filed by the Ministry of Agriculture of the Republic of Tanzania (hereinafter referred to as Tanzania) and jointly approved and registered by the General Administration of Customs of the People's Republic of China (hereinafter referred to as the Chinese side) and Tanzania. Registration information includes name, address and identification code to enable accurate traceability of exported goods in the event that they do not comply with the relevant provisions of this quarantine requirement. Every year before the export season, Tanzania will provide the Chinese side with an updated registration list, and the list of approved enterprises can be found on the Chinese website.
3. Quarantine pests of concern

4. Requirements before exporting avocados to China
Orchard management
1
1. Orchards exporting to China shall establish and implement Good Agricultural Practice (GAP), maintain sanitary conditions in orchards, clean up fruit drops in a timely manner, and implement Integrated Pest Control (IPM), including pest monitoring and investigation, physical, chemical or biological control and other pest prevention and control measures.
2. Orchards exported to China shall, under the supervision and guidance of the Tanzanian side, carry out monitoring and comprehensive management of quarantine pests of concern to the Chinese side. The monitoring and control of pests should be carried out under the guidance of professional and technical personnel. Technicians must be trained by Tanzania or its authorized institutions.
3. For Mediterranean fruit fly, African mango fruit fly, Natal fruit fly and apple curly moth, integrated pest management measures should be implemented in avocado-producing areas, including the use of traps, chemical control, biological control and other control methods, to control the occurrence of pests or maintain low pest prevalence levels.
4. For other pests of concern to China, such as shellworm and avocado sunspot virus, monitoring and investigation should be carried out during the growing season, at least once every 2 weeks from flowering to harvest. If a pest or its corresponding symptoms are detected during surveillance, control measures, including chemical or biological control, should be taken in a timely manner to control the occurrence of the pest or maintain a low prevalence level of the pest.
5. Orchards exported to China shall keep records of pest monitoring, investigation and prevention and control. The chemical prevention and control record shall include the name, active ingredient, date of application, concentration, etc. of all chemical reagents used during the growing season, and shall be provided by Tanzania to the Chinese side upon request.
Packaging plant management

1. The processing, packaging, storage and shipment of avocados exported to China shall be carried out under the quarantine supervision of the Tanzanian side or authorized officials of the Tanzanian side.
2. During the processing and packaging of the fruit after harvesting, the avocado must be soaked and cleaned, brushed, picked and removed the branches, leaves, soil, etc. of inferior fruits (overripe fruit, destemmed fruit, atypical Hass fruit, scar fruit, black spot fruit, deformed fruit, etc.), do not carry any insects, mites and other harmful organisms, and the fruit stem shall not be longer than 5mm.
3. If the packaged avocados need to be stored, they should be stored immediately and stored separately to avoid reinfection by harmful organisms.
Packaging requirements

1. Packaging materials should be clean and hygienic, unused, and meet China's relevant phytosanitary and sanitary requirements.
2. Each box must be marked in English with information such as fruit name, country, origin (county, district), orchard and packing factory or its registration number. Each box and pallet must be marked "Exported to the People's Republic of China" or "Exported to the People's Republic of China" in English or Chinese.
3. If wood packaging is used, it must meet the requirements of International Standard for Phytosanitary Measures No. 15 (ISPM15).
4. The container should be inspected before packing to ensure good sanitary conditions.
Requirements for fumigation treatment before export

Avocados exported to China should be fumigated under the supervision of Tanzania for solid flies and apple special-shaped small curly moths, and the fumigation treatment indicators are as follows:
The temperature is above 21.1 ° C, the dose is 32g/m³, and the duration of fumigation treatment is not less than 2 hours.
Pre-export quarantine

1. The Tanzanian side or its authorized personnel shall conduct sampling inspection of each batch of avocados exported to China according to the proportion of 2% of each batch of goods, the minimum sampling amount is 1200 fruits, and at least 40 suspicious fruits in 2% of the samples shall be examined by fruit section. If there are no phytosanitary problems within 2 years, the sampling ratio can be reduced to 1%, but not less than 1200 fruits.
2. If live quarantine pests of concern to the Chinese side are found, the entire shipment shall not be exported to China, and the relevant orchards, packaging plants or fumigation treatment facilities shall be suspended until the Tanzanian side ascertains the cause and takes effective improvement measures. The Tanzanian side shall keep relevant records and provide them to the Chinese side upon request.
Phytosanitary certificate requirements

For avocados that have passed the quarantine, the Tanzanian official shall issue a plant quarantine certificate, indicating the name or code of the orchard and packaging plant, and the container number shall be indicated for container transportation; And in an additional statement: "This consignment complies with the requirements specified in the Protocol of Phytosanitary Requirements for Export of Fresh Avocado Fruits from Tanzania to China, and is free from." quarantine pests of concern to China.” (The batch of avocados meets the Protocol on Plant Quarantine Requirements for Tanzanian Fresh Avocados Exported to China, and does not contain quarantine pests of concern to China.) ）
In addition, in the Phytosanitary Certificate Quarantine Treatment column, fill in the dosage of methyl bromide used for fumigation treatment, duration and treatment temperature, as well as the name or code of the treatment facility/unit.
Tanzania should provide a sample of the phytosanitary certificate to the Chinese side before the trade is carried out for filing and verification by the Chinese side.
5. Quarantine and unqualified treatment
01 Certificate and logo verification
When imported avocados arrive at China's port of entry:
(1) Check whether the imported avocados have obtained the "Quarantine Permit for Animals and Plants Entering the Country of the People's Republic of China".
(2) Verify whether the phytosanitary certificate complies with the provisions of point 4 "Requirements for phytosanitary certificate" above.
(3) Check whether the marking on the box complies with the provisions of point 4 "Packaging requirements" above.
02 Entry quarantine
(1) Avocados exported to China should be imported from ports and airports where China allows the import of fruits.
(2) In accordance with relevant laws, administrative regulations, rules and other provisions, the imported avocados shall be inspected and quarantined, and those who pass the inspection and quarantine shall be allowed to enter the country.
03 Non-conforming treatment
(1) If it is found to be from an unregistered orchard or packing plant, the goods will not be allowed to enter the country.
(2) If quarantine pests of concern to China or new live quarantine pests are found, the goods will be returned, destroyed or quarantined and removed.
(3) If it is found that it does not meet China's national food safety standards, the goods will be returned or destroyed.
If the above non-conformities are discovered, the Chinese side will notify the Tanzanian side and suspend the import of avocados from relevant orchards and packaging plants in this export season as appropriate. The Tanzanian side should find out the cause of the non-conformity, and urge the relevant orchards and packaging plants to carry out rectification until the relevant rectification measures are effectively implemented and recognized by the Chinese side.
6. Compliance review and retrospective review
Compliance review: Before the start of trade, with the assistance of Tanzania, China will send experts to conduct field visits or remote video inspections of avocado growing areas exported from Tanzania to China to ensure that they comply with the relevant provisions in this quarantine requirement.
Retrospective review: Based on the dynamics of the avocado epidemic in Tanzania and the interception at ports, China will carry out further risk assessment and consult with Tanzania to adjust the list of quarantine pests and related quarantine measures.
After Tanzanian avocados are accessed, everyone has another choice, avocados to eat!
