In 1978, following the 1930 World Cup in Uruguay, the 1950 World Cup in Brazil and the 1962 World Cup in Chile, the World Cup returned to South America, this time the first World Cup football match hosted by Argentina, the runner-up of the first World Cup in 1930, and the flags of 16 teams from the five continental football federations of the world were held in 5 cities and 6 stadiums in Argentina. With the exception of the hosts Argentina and the defending champions the Federal Republic of Germany, who automatically qualified, the remaining 14 teams qualified through qualifiers organized by continental football federations. The World Cup mascot is a Pampas chasing boy with a horsewhip, wearing a blue and white striped jersey and stepping on a football.

The military coup of March 24, 1976, overthrew the world's first female president, Isabelle Peron, and the government of General Videla believed that hosting the World Cup would "revive Argentina's national spirit and national economy" and that the World Cup would not only be held, but also organized. The Argentine military government sent Admiral and Argentine football president Lacos, to win the support of the then FIFA president of Brazil, Averange, insisted that Argentina's right to host the 1978 World Cup remain unchanged, and spent a lot of money on stadium construction and live television, and even carried out the regular TV broadcast of the first World Cup football match through China Central Television, the world's top football fans, the majority of Chinese fans (explained by Song Shixiong, China's famous international major sports event commentator).

Diego Maradona was less than 18 years old and applied to Argentina for the 1978 World Cup, but coach César Menotti decided that Maradona was too young and Argentina already had a lot of adult stars, so he did not let Maradona participate in the World Cup.
