But the viability of this plan is a little bit lower, India needs at least $8 billion to build four amphibious assault ships (tender in September 2021), 10 13,000-ton destroyers need at least $20 billion, six destroyers need at least $8 billion (without taking into account cost overruns) to build at least $2 billion to build a total of 10 thousand-ton heavy-fire light frigates. Five 45,000-ton supply ships would mean $2.3 billion.

These shipbuilding programs alone would require at least $40 billion. The $35 billion purchase cost is not a small number. In 2022, the Indian Navy will only spend $6.36 billion on procurement, which means that in the best case, the Indian Navy will have to spend at least five years to build so many surface ships. In theory, India should be able to pay for this. So it's no surprise that India is buying amphibious assault ships, a new generation of destroyers, a new generation of frigates, etc.

The greater the system-wide weight of a weapon system, the higher the requirements for its carriers. The carrier is not compatible with the weapon system. Either it leads to top-heavy or wasted tonnage. The 7,000-ton Type 052D guided-missile destroyer is capable of being equipped with four 4.35-meter-size radars. The Burke series destroyers, which are fully loaded with about 10,000 tons, can be equipped with a radar of 3.7 meters or 4.3 meters. The Soviet Union had planned to install a 4-meter ×5-meter radar on the 9,000-ton Dreadnought III destroyer.

The overall size of the Phased Array Radar of the Type 055 destroyer is the same as that of the Type 052D guided missile destroyer, but the Type 055 guided missile destroyer. In addition to the 346 radar, a large-sized meter-wave radar and an X-band radar with a size of about one meter are also installed.

But the only phased array radar the Indian Navy is equipped with at this stage is the ELM2248 from Israel, which is too small to fit on a 6,000-ton surface ship.

The large-scale phased array radar that can support the 10,000-ton surface ships in today's era is nothing more than China's 346 series, the American Aegis series and Russia's gold-coated rubber series.

It is obviously impossible for the Indian Navy to buy the 346 radar, and the United States is unlikely to export the Aegis series in India, after all, India's repeated jumping wall grass has a relatively low status in the US-Russian system. Other radars around the world are also unaffordable, the radar required for 10,000-ton surface ships. That is to say, the only option for the Indian Navy may be the phased array radar of the gold-coated rubber series? Russia has radars capable of supporting 10,000-ton surface ships, as well as multi-band radar systems.

The conventionally powered version of the Type 23560 guided-missile destroyer, which has been postponed time and time again, has a full load displacement of between 12,000 and 13,000 tons. And has a strong anti-aircraft anti-ship anti-missile land capability. More critically, Russia is eager to restore the construction capacity of 10,000-ton surface ships at this stage, as long as India has a need, Russia is not stingy to find a wronged leader to help Russia rebuild the construction capacity of 10,000-ton surface ships.
