Guardianship, for the sake of green water and green mountains, for future generations

—— Sketch of 2021 "The Most Beautiful Guardian of Nature"

Guangming Daily reporter Yang Shu

Blue sea and blue sky, grass and trees; The scales leap and the apes and birds rejoice. In the vast land, what kind of people are guarding this green water and green mountains for us?

On September 6, the Propaganda Department of the CPC Central Committee and the Ministry of Natural Resources jointly released the list of "Most Beautiful Guardians of Nature" in 2021, and 9 individuals such as Ma Yinguo, Ren Xiubo, Jiang Wenkai, and 1 collective of the Natural Resources Confirmation Registration Bureau of the Department of Natural Resources of Jiangsu Province were awarded the title of "Most Beautiful Natural Guardians". Among them, there are both outstanding scientists and law enforcement workers who are fighting in the front line of farmland protection; There are surveyors who measured the earth with their feet and participated in the elevation measurement of Mount Everest twice, and marine monitors who have stood on the isolated island for thirty-eight years; Also, the foresters and grass people who have been silently guarding the forest farms and nature reserves for many years...

Behind every "most beautiful guardian of nature", there are countless moving stories about perseverance and dedication!

"I am reluctant to leave here, and it is even more uneasy to hand over the work to others"

In the early morning, putting on camouflage clothes and pedaling yellow rubber shoes, Ma Yinguo, the former head of the Natural Resources Institute of Gaochuan Township, Anzhou District, Mianyang City, Sichuan Province, set off as usual.

On this day, he and the geological disaster monitor went to the ravine to observe the broken hillside and riverbed, and strengthen the warning of geological disasters. Near noon, he walked too far to go back, so he squatted on the grass with his fellow countrymen and chewed a few mouthfuls of dry food. In the afternoon, when he returned to the township government after surveying a homestead, it was already dark, and after eating in the canteen, he sat at his desk and filled out the "Disaster Prevention Understanding Card"... As a grassroots natural resource person, he has gone through 41 years of such days.

Gaochuan Township is the most remote township in Mianyang Anzhou, with steep mountains and steep roads, ravines and ravines, and the land disaster is like a sword hanging over the heads of the local people. For decades, every corner of the mountains and ravines has left Ma Yinguo's footprints. He has organized the safe transfer of more than 1,900 people, avoided 69 cases, and successfully protected the lives and property safety of about 6,000 people in the township.

Ma Yinguo had the opportunity to transfer to Xiushui Town, which was in better conditions and closer to home, but he did not leave. "I was born and raised in Takakawa, and I am familiar with everything here, and the people here are familiar with me. I am reluctant to leave here, and it is even more uneasy to hand over the work to others. ”

Also choosing to stay because of his inability to put his mind on work is also Jiang Wenkai, a marine monitor.

Qianli Rock, 93 meters above sea level, is an isolated island on the continental shelf 55 nautical miles from Qingdao in the middle of the Yellow Sea. The island is steep, soilless, freshwater, or inhabited, but has a marine monitoring station. Jiang Wenkai, director of the Qianliyan Marine Environment Monitoring Station of the Beihai Bureau of the Ministry of Natural Resources, has been here for 38 years.

Marine disaster prevention and mitigation focuses on monitoring and forecasting. Typhoons that affect the Yellow Bohai Sea in the north will be observed first-hand here in advance. Therefore, Qianliyan was identified as the basic reporting station of the country, and Jiang Wenkai was the "whistle-blower".

Since joining the work, 54-year-old Jiang Wenkai has counted how many circles have walked around the island, and only remembers the longest time he was on duty on the island for 217 days... Jiang Wenkai said that with his eyes closed, he could outline the grass and trees on the island, especially the more than 300 steps leading to the warm salt well and the tide test well, which had a pit on it.

Every day, Jiang Wenkai regularly sends out reports 4 times, and transmits the monitored tides, temperature, humidity, wind speed, wind direction, seawater salinity and other data back to the land on time. In the event of an earthquake or tsunami, the parameters of the sea may change. Therefore, no matter how big the wind and rain, he also has to record the valuable data and pass it back, especially in extreme weather, "when the point is reached, the knife must go, even if it is the head!" ”

Because it is far from the continental shelf, the island's supplies are all supplied, and if the ship cannot come under the typhoon, it will be hungry, not to mention loneliness and loneliness. However, Jiang Wenkai believes that observation data is related to the safety of people's lives and property, and such efforts and perseverance are worth it.

"Since you have chosen, you will go on without complaint or regret"

At 11:00 a.m. on May 27, 2020, the Everest Elevation Measurement Mountaineering Team successfully reached the summit, which was celebrated by the whole country and attracted the attention of the world. In order to obtain more data, the climbers worked at the summit for two and a half hours in a row, setting a record for the longest stay at the summit of Everest Chinese.

At the Everest Base Camp, Ren Xiubo, director of the Office of the First Geodetic Survey Team of the Ministry of Natural Resources, held a walkie-talkie and kept a call with the peak team members. Too nervous and focused, for more than two hours he kept on his knees, oblivious to himself. It wasn't until the measurement was successfully completed that he realized that his legs were already numb.

Ren Xiubo and Everest were married in 2005.

That year, the mainland carried out large-scale elevation measurements of Mount Everest, and 25-year-old Ren Xiubo was selected for the mountaineering team. During the survey, he worked in the area above 6500 meters above sea level for 43 days, and solemnly wrote an application for joining the party in the camp at an altitude of 7028 meters, always ready to dedicate himself to the surveying and mapping cause of the party and the country; In order to facilitate the operation of the instrument to obtain accurate data, he risked amputation of both hands to take off his down gloves for more than 20 minutes of mapping operations, successfully advanced the gravity measurement to an altitude of 7790 meters, obtained three-dimensional coordinates, and set a record for the highest continental gravity measurement at that time.

He has been running in the field surveying and mapping for many years, and has participated in more than 30 major national projects such as China's highway network, national gravity network, Wenchuan earthquake recovery and reconstruction, etc.

For the surveying and mapping career, his confession is short and powerful: "Since you have chosen, you will go on without complaint or regret." ”

Also without complaint and regret is Yin Yueping, chief scientist of the China Geological environment monitoring institute. Whether it is the rescue sites in Wenchuan, Lushan and other earthquake-stricken areas, or the disaster disposal sites such as the Three Gorges and Jinsha River, Yin Yueping's busy figure has been left behind. He has been working on geological disaster prevention and mitigation for 40 years.

As a well-known expert in the field of disaster prevention and reduction, he led the team to innovate and develop the theory and series of technologies of geological engineering prevention and reduction with unique Chinese characteristics, and won the "Li Siguang Geological Science Award", the highest award in the field of geological science and technology in the mainland, the "Guanghua Engineering Science and Technology Award", the highest award in the field of environmental protection in the mainland, and the "China Environment Award", the highest award in the field of environmental protection in the mainland. The scientific research institution of the China Geological Survey where he belongs has been jointly awarded the honor of "World Landslide Disaster Reduction Center" by unesco, scientific and cultural institutions for four times, and he has also been awarded the honorary title of "Li Siguang Scholar" by the China Geological Survey and elected as the president of the International Landslide Association.

Today, Yin Yueping has embarked on a new journey - to build a "safe island" for the planning and construction of major national projects.

The field of geological sciences has always been full of talents. I can't remember how many late nights, in the small red building of the Shandong Academy of Geological Sciences, the lights in the office of Li Dapeng, director and researcher of the Science and Technology Innovation Center, were always brightly lit. This is the picture of him sleeping and forgetting to eat during the discovery of a 25-meter-thick gold ore body deep in the Jiaodong Peninsula.

In December 2012, Dapeng Li, who received his Ph.D. from China University of Geosciences (Beijing), stepped into the door of the Shandong Academy of Geological Sciences. After thinking about it again and again, he gave up the opportunity to stay in Beijing that many people yearn for, and came to Quancheng with his wife and children, only because he was in love with Sangzi and his soul was in the mountains.

10 years have passed, Li Dapeng has achieved fruitful results on the road of "gold search": in 2017, his research team successfully implemented the "China Rock Gold First Deep Drill" in Wuyi Village, Laizhou, Jiaodong, and found a 25-meter-thick gold ore body at a depth of 3,000 meters, with a maximum grade of 13.65 g/ton, achieving a major breakthrough in the deep prospecting of mainland gold mines, and was selected as one of the "Top Ten Geological And Technological Progress" in the country in 2018; In 2020, he and his team found a "golden doll" 1,000 meters underground in the west town of Qixia City, known as the "Jiaodong Roof Ridge", which is another major discovery of innovative prospecting methods...

Although he is a post-85, Li Dapeng has already produced white hair. In the face of years of running in the wild and wearing stars and wearing moons, he is happy to be tireless: "You don't know, the academy of geological sciences at three o'clock in the morning Is the most beautiful starry sky!" ”

"To protect cultivated land well is to guard the 'rice bowl' fields of the common people."

Shen Leyi, director of the Land Consolidation Center of Hangzhou City, Zhejiang Province, was very busy, repeatedly postponing the reporter's interview, but when he sat down to talk about work, he was full of energy.

In 2015, the country carried out the demarcation of permanent basic farmland in 106 key cities, and Hangzhou was identified as a pilot city. Shen Leyi was then the deputy director of the Land Planning and Cultivated Land Protection Division of the Hangzhou Municipal Bureau of Land and Resources, so he was obliged to gnaw this "hard bone".

There is no experience to learn from, and we can only face the difficulties and explore a new road. After full investigation, Shen Leyi innovatively proposed the "Five Baoliangtian" model with Hangzhou characteristics. Through the joint efforts of him and his colleagues, a large area of high-quality cultivated land was newly allocated to Hangzhou in the demarcation work, so that the permanent basic farmland protection area around the city reached 252,000 mu, and the demarcation results were evaluated as replicable and generalizable "Hangzhou model".

In 2016, Yuhang District of Hangzhou Explored the Implementation of the TianChang System, and Shen Leyi became a "salesman". He summed up the experience of Yuhang and implemented the responsibility for farmland protection to people. At present, the field chief system has become a system innovation that has been promoted and demonstrated throughout the country. Later, in order to make "Xiaotian" change into "Datian", Shen Leyi became a "planner" again, and actively suggested the development of "100 mu square, 100 mu square, 100 mu square" permanent basic farmland concentrated continuous rectification project.

"To protect cultivated land well is to guard the 'rice bowl' fields of the common people." Shen Leyi said, "If you can do this well in this life, it is worth it!" ”

To be a good guardian of the cultivated land, sometimes it is also necessary to take thunderous measures. At 1:00 a.m. on August 10, 2020, in the dark of night, a middle-aged man led a law enforcement team to the scene of sand mining.

In the face of the stubborn resistance of the parties, he jumped into the bunker with a depth of more than 10 meters, quickly swam to the sand mining boat, pulled down the electric gate, closed the machine, dismantled the equipment, and stopped the illegal sand mining in time. This Hanzi, Zhang Hui, director of the Rural Arbitrary Occupation of Arable Land and Housing Rectification Office of the Natural Resources and Planning Bureau of Luohe City, Henan Province, is often jokingly referred to by colleagues as "Desperate Sanlang".

In March 1997, Zhang Hui began to engage in land law enforcement supervision. He often led law enforcement officers to eat and live in the village, squatting on the front line, and fighting with lawbreakers. In 2016, Zhang Hui was transferred to the Zhaoling Branch of the Luohe Municipal Bureau of Land and Resources as deputy director. He took the initiative to request that he be in charge of land law enforcement, promptly set up a law enforcement team of more than 50 people, demolished more than 30 illegal brick and tile kiln factories, more than 120 illegal buildings, and reclaimed more than 2,900 mu of land, quickly reversing the chaotic situation of local land management. During Zhang Hui's work at the Luohe Development Zone Bureau, the local area achieved zero new illegal land occupation for four consecutive years. In 2009, the intensive and economical land use of the development zone was evaluated as the first in Henan Province. In March 2021, after Zhang Hui was transferred to his current position, Luohe City Inspector found problems, and the rectification rate of wei films in previous years ranked first in Henan Province, becoming the only provincial municipality to "clear" the problem of new illegal land use for 10 consecutive months.

"I will guard this fertile field under my feet with my heart and soul." Tough guy Zhang Hui is sometimes full of affection.

"Give this forest to the next generation intact"

In autumn, the Chongming Dongtan Nature Reserve in Shanghai is about to become lively. Soon, a large number of wintering migratory birds, especially baby swans, will enjoy a pleasant migration holiday here.

In 2021, the number of 996 baby swans set a record high in the 23 years since the reserve was established. In this regard, Niu Dongliang, secretary and director of the party branch of the Shanghai Chongming Dongtan Nature Reserve Management Affairs Center, was very pleased.

Since joining the reserve in February 2004, Niu Dongliang has become the guardian of these beings. In 2011, Niu Dongliang organized law enforcement personnel in the protected area and worked with border guards to crack the case of poisoning and killing little swans, and cut off a chain of evil that destroyed wildlife resources composed of poisoning, transportation and sales.

The prevention and control of invasive alien plants is a guard battle without gun smoke in the Dongtan Conservation Area. In 2008, Niu Dongliang served as the leader of the working group on the ecological governance of mutual flower rice grass, leading everyone to "encircle and suppress" the mutual flower rice grass on a large scale and implement the fourth phase of the ecological governance pilot project. In the implementation area of the Dongtan Ecological Restoration Project, the growth and expansion of the rice grass was finally successfully controlled, the indigenous plants recovered well, and the ecological benefits were significantly enhanced.

In Xinghe County, Wulanchabu City, Inner Mongolia Autonomous Region, there is also a home for wild animals - Sumushan Forest Park, a national AAAA tourist scenic spot. Unexpectedly, the largest plantation in north China was a barren mountain decades ago.

Change is inseparable from the diligence, wisdom and sweat of the locals, especially the original director of the Sumu Mountain Forest Farm, Dong Hongru, who is "plugged in the fool".

In 1958, 19-year-old Dong Hongru came to the Sumu Mountain Ranger Station, and he did not expect to work for a lifetime. The "temper" of the water and soil here is strange, whether it is poplar trees, birch trees, or almond trees, elm trees, stunned is not alive. For more than 10 years, Dong Hongru led the staff to seek and learn and repeatedly grope, and finally planted more than 1,200 acres of North China larch on Sumu Mountain. The following year, larch pulled out new shoots, and the survival rate reached more than 90%. By 1980, the afforestation area of Sumu Mountain reached more than 100,000 mu, with more than 80,000 mu of survival and an output value of more than 300 million yuan, successfully filling the gap of afforestation in the alpine mountains of western Inner Mongolia.

In 1965, Dong Hongru's fourth child was born and named "Cun Zhan". In 2008, Dong Cunzhan, as his father expected, was transferred back to the Sumu Mountain Forest Farm without hesitation. "Fathers planted trees here, and from our generation began to protect trees. We want to hand over this forest intact to the next generation. Dong Cunzhan said.

Nowadays, Sumu Mountain has become a demonstration base for national standard ecological public welfare forests. After retirement, Dong Hongru still returns to the forest farm every year, and from time to time calls the rangers and firefighters on the mountain to ask for a few words of advice - obviously, Sumu Mountain has become an eternal concern in his heart.
