Just a month ago, on August 5, Putin signed a presidential decree prohibiting representatives of "unfriendly countries" holding shares in Russian strategic enterprises from trading them by the end of this year as a "special measure" to take unfriendly behavior toward Russia in the financial and energy fields.
To put it simply, the order signed by Putin in August, aimed at preventing Western companies from taking the opportunity to sell shares in Russian companies, triggering market turmoil and financial market chaos, is a "protective act" and passive defense.
However, on September 6, Putin signed two orders to approve and encourage Russian companies to acquire assets and shares of Western companies, which is "taking the initiative".
Judging from Putin's two signing moves, russia is changing from "passive defense" to "active attack", and behind this change, three important signals have been released.

Second, Russia again ordered 25 Americans to be sanctioned.
On the 6th, the Russian Foreign Ministry issued a notice saying that in response to the US government's continuous expansion of sanctions on Russian citizens, it was decided to sanction 25 Americans, including permanent prohibition of their entry into Russia.

But without exception, all 25 of them have made or taken unfriendly remarks and actions toward Russia.
