General Administration of Customs Announcement No. 82 of 2022 丨 Announcement on Quarantine Requirements for Importing Fresh Citrus Plants from Iran

No. 82 of 2022

In accordance with the relevant laws and regulations of the mainland and the Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture of the Islamic Republic of Iran on Phytosanitary Requirements for the Export of Iranian Citrus to China, from now on, the import of fresh citrus from Iran that meets the following relevant requirements is allowed:

1. Basis for inspection and quarantine

(1) The Biosecurity Law of the People's Republic of China;

(2) The Law of the People's Republic of China on the Quarantine of Animals and Plants Entering and Leaving china and the Regulations on the Implementation of the Law of the People's Republic of China on the Quarantine of Animals and Plants Entering and Leaving the Country;

(3) The Food Safety Law of the People's Republic of China and the Regulations for the Implementation of the Food Safety Law of the People's Republic of China;

(4) Measures for the Supervision and Administration of Inspection and Quarantine of Imported Fruits;

(5) Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture of the Islamic Republic of Iran on Phytosanitary Requirements for the Export of Iranian Citrus to China.

2. The names of commodities allowed to enter the country

Fresh citrus (hereinafter referred to as "citrus"), including orange Citrus sinensis, orange Citrus reticulata, sweet lemon Citrus limetta.

3. Permitted places of origin

Origin of Iranian citrus.

4. Approved orchards, packing plants and quarantine treatment facilities

Citrus orchards, packaging plants and cold treatment facilities are subject to review and filing by the Ministry of Agriculture of the Islamic Republic of Iran (hereinafter referred to as "MJA") and jointly approved for registration by the General Administration of Customs of the People's Republic of China (hereinafter referred to as "GACC") and MJA. Registration information must include name, address and identification code. The registration list shall be provided to GACC by MJA before the export season of each year, and the GACC will publish the registration list on the official website.

5. List of quarantine pests of concern to the Chinese side

1. Orange-yellow whitefly Bemisia giffardi

2. Ceratitis capitata, the Mediterranean fruit fly

3. Fig wax ant Ceroplastes rusci

4. Pomegranate borer Ectomyelois ceratoniae

5. Pear-shaped round cotton borer Protopulvinaria pyriformis

6. Pseudo-long-tailed powdery worm Pseudococcus longispinus

7. Citrus green cotton waxworm Pulvinaria aurantii

8. Pulvinaria floccifera

9. Asian citrus yellow dragon disease bacteria Candidatus liberobacter asiaticus

10. Citrus canker bacteria Xanthomonas citri

6. Pre-export requirements

(1) Orchard management.

1. Citrus orchards should establish a sound quality management system and traceability system under the supervision of MJA, implement good agricultural practices (GAP), maintain the sanitary conditions of the orchard, such as no pollution sources affecting fruit production, timely clean up of fallen fruit, rotten fruit, etc., and implement comprehensive pest management (IPM), including regular pest monitoring and investigation and physical, chemical or biological control.

2. The monitoring and control of pests in orchards exported to China shall be carried out under the supervision and guidance of MJA professional and technical personnel. Technicians should be trained by MJA or its authorized agencies.

3. Orchards shall keep records of pest monitoring and control in the orchards, and provide them to GACC by MJA when necessary. The control record should include information such as the name of the chemical agent used during the growing season, the active ingredient, the dosage and the time of use.

4. For pomegranate borer, the citrus exported to China should be produced from the non-epidemic production point (orchard) of the pomegranate borer, which should be established in accordance with the principle of International Phytosanitary Measures No. 10 (ISPM10) and jointly approved by MJA and GACC. Measures to establish and maintain non-epidemic production sites include, at a minimum:

(1) Pest monitoring. From the flowering period to the end of the harvest period, a sex trap is set up every 3 hectares for monitoring (orchards less than 3 hectares also need to be equipped with a trap), and the results of the trap are checked at least once every 2 weeks.

(2) Fruit cutting examination. At least once every 2 weeks, sample fruit can be selected from tree suspicious fruit or ground fruit, and the number of fruit cuts is not less than 30 fruits per hectare.

If the pest is found during monitoring or fruit sectioning, the citrus from the relevant orchard shall not be exported to China during the export season.

5. For Mediterranean fruit flies, integrated field management measures should be adopted in chinese orchards, including monitoring and trapping, the use of chemical control or biological control methods to reduce the population density of Mediterranean fruit flies. Monitoring should be from the beginning of the flowering period to the end of the harvest period. The density of traps set in the orchards is at least 2 per square kilometer (orchards less than 1 square kilometer also need to be equipped with 2 traps), and the traps are checked every 2 weeks. Once the Mediterranean fruit fly is detected, it needs to be effectively controlled immediately.

6. For mites, mites and other quarantine pests of Chinese concern, inspection is carried out during the growing season, and orchard monitoring is carried out every 2 weeks from the flowering period to the harvest period. If pests or their corresponding symptoms are detected in surveillance, biological or chemical control measures are required. Specific monitoring plans and integrated management measures must be approved by the MJA and provided to GACC upon request.

(2) Packaging plant management.

1. The processing, packaging, storage and shipment of citrus shall be carried out under the quarantine supervision of MJA or its authorized officials. Packaging and refrigeration facilities need to maintain good hygiene and avoid re-infection by pests (e.g. use of insect nets, etc.).

2. In the packaging process, citrus must be washed, brushed, sterilized, waxed, picked, graded, and defective fruits are removed to ensure that they do not carry insects, mites, rotten fruits and branches, leaves and soil.

3. Packaged citrus should be stored immediately and stored separately to avoid re-infection by pests.

(3) Packaging requirements.

1. The packaging materials of citrus exported to China should be clean and hygienic, unused, and meet the requirements of Chinese phytosanitary and sanitary.

2. Each box must be marked with Chinese or English with the product name, country, place of origin, orchard name or its registration number, packaging plant name or its registration number and other information.

3. Each box and pallet should be marked in Chinese or English as "To the People's Republic of China" or "Exported to the People's Republic of China".

4. Containers containing and transporting Citrus must be inspected at the time of packing to ensure that they have good sanitary conditions and keep inspection records for MJA to review.

5. If wood packaging is used, the relevant requirements of the International Standard for Phytosanitary Measures No. 15 (ISPM 15) must be complied with.

(4) Quarantine treatment requirements.

1. All citrus exported to China need to be cold treatment and pest control measures. The cold treatment indicators are as follows:

Lemon: 3 ° C or less (pulp temperature), continuous treatment for 18 days or more.

Orange, orange: 1.11 ° C or less (pulp temperature), continuous treatment for 14 days or more; or 1.67 ° C or less (pulp temperature), continuous treatment for 16 days or more; or 2.22 ° C or less (pulp temperature), continuous treatment for 18 days or more.

2. Cold treatment shall be carried out under the supervision of MJA or its authorized personnel in accordance with the pre-export cold treatment operating procedures (see Annex 1) or the cold treatment operating procedures during export transportation (see Annex 2).

(5) Quarantine before export.

1. Within two years after the trade is carried out, MJA or its authorized personnel shall conduct a sampling inspection of each batch of citrus exported to China in the proportion of 2% of each batch of goods, with a minimum sampling amount of 1200 fruits, and at least 60 fruits in 2% of the samples or suspicious fruits found in the inspection process. If no phytosanitary problems occur within two years, the sampling ratio may be reduced to 1%, but not less than 600 fruits.

2. Once pomegranate borer is found, the relevant orchards must not export citrus to China during the export season. MJA needs to pinpoint the cause and take steps to improve it. At the same time, the records of seizures are kept and provided to GACC upon request.

3. If other pests of Chinese concern are found, the goods shall not be exported to China. MJA needs to pinpoint the cause and take steps to improve it. At the same time, the records of seizures are kept and provided to GACC upon request.

(6) Requirements for phytosanitary certificates.

1. Quarantined citrus, issued by the MJA with the name or code of the orchard and packing plant, noted in an additional statement: "This consignment of citrus complies with the Protocol of Phytosanitary Requirements for Export of Iranian Fresh Citrus to China, and is." free from any quarantine pests of concern to China.” (The shipment complies with the protocol on phytosanitary requirements for the export of Iranian fresh citrus to China, and does not bring quarantine pests of concern to the Chinese side.) )

2. For citrus cold treatment before export, information such as treatment temperature, duration and name or code of the treatment facility should be indicated on the phytosanitary certificate. For the implementation of cold treatment during transportation, the phytosanitary certificate should be marked with "Cold treatment in transit" and indicate the processing temperature, duration, container and sealing number.

3. MJA shall provide GACC with a sample of the phytosanitary certificate for filing and verification before the trade is carried out.

7. Entry inspection and quarantine and unqualified treatment

When citrus arrives at China's port of entry, China Customs imposes quarantine in accordance with the following requirements.

(1) Verification of relevant certificates and logos.

1. Verify whether the imported fruits have obtained the "Quarantine Permit for Imported Animals and Plants".

2. Verify whether the phytosanitary certificate complies with the provisions of Article 6 (6).

3. Verify that the markings on the boxes comply with the provisions of Article 6 (3).

4. For goods that are cold treated before export, check the cold treatment report signed and confirmed by MJA and the fruit temperature probe correction record; For goods that are cold treated in transit, check the cold treatment report, fruit temperature probe correction record, etc.

(2) Entry inspection and quarantine.

1. Citrus exported to China shall enter the country from the port where GACC allows the import of fruit.

2. In accordance with the relevant laws, administrative regulations, rules and other provisions, the import of fruits shall be inspected and quarantined, and those who pass the inspection and quarantine shall be allowed to enter the country.

(3) Handling that does not meet the requirements.

1. If it is found to come from an unregistered orchard or packing plant, the batch of citrus will not be allowed to enter the country.

2. If the cold treatment is found to be invalid, the batch of citrus will be cold treated at the port of entry (if it is confirmed to be a refrigerated container, the cold treatment can be carried out in this container), otherwise the batch of citrus will be returned or destroyed.

3. If pomegranate borer is found, the batch of citrus will be returned or destroyed, and GACC will immediately notify MJA to suspend the export of citrus from relevant orchards and packaging plants, and even suspend the import of Iranian citrus as appropriate.

4. If any mediterranean fruit fly is found to be alive, the batch of citrus will be returned, destroyed or quarantined, and GACC will immediately notify MJA to suspend the export of citrus from the corresponding packaging plant.

5. If other quarantine pests or new quarantine pests of Chinese concern are found, the batch of citrus shall be returned, destroyed or quarantined for de-harm treatment, and the GACC will take further measures as appropriate and notify MJA in a timely manner.

6. If it is found that it does not meet China's national food safety standards, the batch of citrus will be returned or destroyed.

In response to any of the above occurrences, MJA should identify the cause and rectify it to avoid recurrence.

VIII. Conformity review

In the first year of this project, with the assistance of MJA, GACC will send experts to conduct field visits or remote video inspections of the citrus growing areas exported from Iran to Ensure that they meet the relevant requirements set out in this Quarantine Requirement.

Retrospective review

To ensure the effective implementation of risk management measures and operational requirements, the GACC will conduct a retrospective review of the implementation of this Protocol every 5 years after the commencement of trade, including the dispatch of experts to Iran. According to the inspection situation, with the consent of both parties, this quarantine requirement will be revised.

This is hereby announced.
