Dear compatriots!

I extend my congratulations to all of you on the holidays of Kazakhstan Constitution Day!

This year's Constitution Day has a special political significance. The adoption of the referendum on constitutional amendments demonstrated the full support of the people of the country for comprehensive reforms aimed at guaranteeing national unity and the revival of the country in all fields.

With the principles of the rule of law, justice and equal opportunity, we are committed to the construction of a new Kazakhstan. For every responsible citizen, an era has come to actively participate in reform and contribute to the development of the country.

The democratic values established in the Constitution and the guarantee of citizens' rights and freedoms determine the real strategic direction of Kazakhstan's development.

The primary task of the reforms being implemented is to raise the income level of the people, to do everything possible to enhance the national strength, and to achieve the harmonious development of society. To achieve these goals, the strength of every citizen is needed, my esteemed compatriots!

I sincerely wish everyone good health and happy family! May everyone realize their respective wishes on the road of jointly seeking happiness for the motherland!

Congratulations on Constitution Day to all!

The Constitution is the cornerstone of our independence, the foundation of our national character and the guarantee of our sovereignty. That is why it is the honourable duty of every Kazakh to respect the Constitution, which is the legal basis for all our affairs.

This year's Constitution Day is even more special than in previous years. The constitutional reforms initiated at the initiative of President Tokayev, with the support of the majority of the people, were amended. So what we are celebrating now is a new constitution that is a solid foundation for a new Kazakhstan.

Constitutional reform is the foundation for the reform of the mainland's current political and legal system. Therefore, in the new Parliament, intensive efforts to adapt existing legislation to these fundamental changes will continue.

While celebrating Constitution Day, I wish all families happiness and harmony! May our sovereignty last! May our Constitution always occupy the highest throne!

Tokayev delivers a holiday message! What have been the achievements of constitutional reform in Kazakhstan?

August 30 is Constitution Day of Kazakhstan. On this day in 1995, the draft new constitution was adopted in a referendum. The celebration of Constitution Day on August 30 this year is particularly important in the context of the successful referendum on the amendment of the Constitution of Kazakhstan.

According to the Kazakh Central Referendum Committee, 7985769 Kazakh voters voted in the june 5 referendum on constitutional amendment. The number of voters who voted accounted for 68.05% of the total number of voters. Of all the completed votes, 6163516, or 77.18 per cent of the voters who voted, chose to support the constitutional amendment.

Although the current parliamentary recess is in session and the legislative process in Kazakhstan has been suspended until the new parliamentary period, the following constitutional reforms have been carried out in the past period:

· In accordance with the decree of the Head of State, local representative bodies located in the region participate in the approval of candidates for governorship, mayor of republican cities and mayor of the capital. Based on this, the governors of Abay, Uhetau and Zhet Suzhou were appointed.

· Represented by the Amanat Party "Zher amanaty" Committee, Chapter 6 of the Constitution was implemented the land belongs to the people of Kazakhstan (land, mineral deposits, water resources, the plant and animal kingdoms and other natural resources belong to the people). The State exercises ownership on behalf of the people. Land may also be privately owned within the principles, procedures and limits laid down by law). Thanks to the commission's actions, about 300,000 hectares of land were returned to the state in three months as of August 12 this year;

· The first meeting of the National Kururthai Congress was held, and the head of State proposed the creation of the conference. Discussions were held with the public from all over the country on various issues of national and social development during the conference;

· New draft laws on the Media Act and the Electoral Code were submitted to the public for discussion.

In addition to the above-mentioned achievements, about 20 bills are expected to be passed, all of which fall within the scope of constitutional reform and need to be actively promoted.

At the Kazakh State Kurultai conference on June 16 this year, Tokayev said that the main bill should be passed at the end of this year and the beginning of the parliamentary autumn parliamentary period of parliament.

The Bill includes the following:

· Constitutional Act of the Constitutional Court of the Republic of Kazakhstan;

· Constitutional Act on the Commissioner for Human Rights of the Republic of Kazakhstan;

· The Public Prosecutor's Office Constitution Bill;

· A series of amendments to legislation bills (which will provide for amendments to political parties, local self-government, State audits and some other laws).

Overall, the following changes related to constitutional reform are included:

· A referendum on constitutional amendments determined the final transition from a super-presidential system to a presidential republic;

· Thanks to the implementation of the new constitutional reforms, the system for the protection of human rights and freedoms is being strengthened. Guarantee fair and open political competition in the country;

· The amendments and additions that citizens voted for on June 5 involve more than 30 articles of the Constitution. All reforms are based entirely on the interests of citizens. Thus, the institutional basis of the State was thoroughly renewed, laying the foundations of the Second Republic;

· The provisions of constitutional reform are not intended to strengthen the prerogatives and powers of the president, but to consolidate a system of checks and balances between government departments that protect the interests, rights, and freedoms of all citizens. The expression of a nationwide willingness to reform the Constitution has laid a solid foundation for a new just Kazakhstan;

· The results of the referendum have become a clear sign of political revival. Kazakh citizens show a high sense of responsibility and patriotism;

· The referendum became an important milestone in the history of Kazakhstan, showing the unity of the country and the national readiness to begin real change. The high voter turnout is a testament to the maturity and sense of responsibility of society.

· Constitutional amendment is not the final stage, but only the beginning of reform. The comprehensive modernization of the country will continue. On the basis of the new Constitution, various institutions of power are developing a more effective mode of operation, and the mechanism of checks and balances between them is being strengthened.
